The Vice President of Technology Platforms and Enablement is an executive leader responsible for the planning, strategy, governance, enablement, and operational performance of ESSC's application ecosystem and technology platforms. This role ensures that business, clinical, and enterprise platforms are stable, secure, scalable, and optimized to drive measurable improvements across service delivery, clinical operations, and associate productivity. The position leads application development, application support, AI enablement, and business liaison functions, while partnering across IT leadership to advance integration, workflow improvement, and continuous value delivery. The position leads application support, AI enablement, and business liaison functions, while partnering across IT leadership to advance integration, workflow improvement, and continuous value delivery. ESSENTIAL FUNCTIONS:- Defines and executes enterprise application and platform strategy aligned with ESSC priorities; establishes governance for lifecycle management, ownership, and platform standards; and oversees platform performance, reliability, service delivery, documentation, security, compliance, and audit readiness.
- Manages the development of in-house created integration software including incorporating best practices around the re-use of those products.
- Leads activities around the use of AI in applications, working in conjunction with IT Security and Compliance.
- Provides guidance to IT teams that work directly with the user community.
- Ensures that all transactional systems at ESSC are appropriately supported, staffed, and managed so that patches, upgrades, releases, and hot fixes are applied appropriately and on time.
- Works with entities outside of ESSC that are involved in the application support process to ensure their work is consistent with ESSC standards and delivered on time and within budget.
- Plays an active role in defining workflow or process improvements that transactional software can facilitate.
- Develops and implements risk management and compliance strategies to ensure regulatory compliance, mitigate organizational risk, and uphold ethical standards.
- Leads financial planning and resource governance for assigned enterprise applications and technology platforms, including budget oversight, vendor spend management, workforce and capacity planning, and investment recommendations within CIO-approved financial parameters.
- Performs other duties as assigned.
EDUCATION:- Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field from an accredited program, or equivalent years of experience, is required.
- ITIL or similar framework certification is strongly preferred.
EXPERIENCE:- Minimum of 15 years of progressive IT experience, including at least 5 years of leadership experience in healthcare and 10 years managing enterprise application portfolios.
- Experience implementing AI at an institutional level, EMR and systems integration experience, and experience leading IT operations in a behavioral health environment are preferred.
NUMBER OF DIRECT AND INDIRECT REPORTS:KNOWLEDGE, SKILLS, ABILITIES:- Strong knowledge of IT governance, platform strategy, enterprise application architecture, systems integration, data governance, application lifecycle management, and scalable platform operations.
- Demonstrated ability to lead enterprise technology strategy, platform modernization, digital enablement, and technology adoption initiatives in alignment with organizational priorities.
- Ability to establish governance frameworks, operating models, service standards, and performance metrics for enterprise technology platforms and application support functions.
- Strong executive leadership skills, including the ability to influence senior leaders, facilitate cross-functional decisions, and communicate complex technical concepts to non-technical audiences.
- Demonstrated ability to lead large-scale change management, process improvement, and adoption efforts across diverse stakeholder groups.
- Strong fiscal management skills, including budget planning, vendor cost oversight, resource allocation, and evaluation of technology investments.
- Knowledge of cybersecurity, privacy, regulatory compliance, audit readiness, and risk management principles as they relate to enterprise applications and technology platforms.
- Ability to lead, develop, and coach high-performing teams; build leadership capability; and foster accountability, collaboration, and continuous improvement.
- Strong vendor, contract, and partner management skills, including the ability to manage service-level expectations and hold external partners accountable for performance.
- Ability to evaluate emerging technologies, including AI-enabled solutions, and guide responsible adoption in partnership with security, compliance, clinical, and operational leaders.
- Ability to obtain fingerprint clearance per ESSC and/or program requirements.
- Ability to pass a post-offer medical examination.
- Ability to travel locally; reliable transportation; valid California driver's license; clean driving record; proper auto insurance; and vehicle registration. Appropriate vehicle for transportation of program participants if program requires.
