Full Job Description
JIRA & Confluence Architect to work on-site in support of a government contract for a client located in Washington, DC. An active Top Secret clearance is required.
Responsibilities
Designs and builds a centralized solution structured as a guided self-service portal, presenting users with categorized options, knowledge articles, and search-driven navigation that surfaces existing information and services before a formal request is submitted.
Analyzes and inventories existing division-level Jira, Confluence, and other information sites to identify what content and services already exist, where duplication occurs, and what gaps drive unnecessary requests.
Designs the information architecture, service catalog structure, and intake taxonomy that determines how users are guided through the landing page and how their requests are ultimately categorized and routed.
Develops dynamic, conditional intake forms that capture requests for new enterprise technology, applications, or services only after existing options have been surfaced and ruled out through the self-service portal.
Builds, designs, and develops system architecture, workflows, and technical documentation for the enterprise service management portal and its underlying governance model.
Implements and manages governance workflows, approval chains, and escalation paths that route intake requests to the correct division or review authority when self-service does not resolve the need.
Installs, configures, tests, and maintains Jira Service Management, Confluence, and the automation and integration components that connect the central landing page and knowledge base to existing division sites.
Implements role-based access and security protocols ensuring the centralized platform respects compartmentalization across divisions while still enabling discovery.
Troubleshoots and resolves technical issues related to the development, integration, and deployment of the self-service portal, intake forms, and governance workflows.
Performs system upgrades, migrations, and ongoing consolidation of divisional sites into the central platform in accordance with change management policies.
Monitors portal usage and search analytics, particularly where users fail to find existing information and submit unnecessary requests, and recommends improvements to government leadership in a timely manner, either in writing or in-person.
Creates and maintains documentation, including system diagrams, governance workflow procedures, and user guidance for navigating the central landing page and knowledge base.
Ensures compliance with enterprise cybersecurity policies and applicable federal IT standards and requirements.
Collaborates with division stakeholders, governance boards, and security teams to ensure the central portal accurately reflects and consolidates existing services.
Required Skills and Qualifications
Top Secret security clearance.
Bachelor's degree from an accredited college or university and 5+ years of professional experience.
