Job Description
We are seeking a
Senior Technical Writer (SRF).Located on-site at the
Washington Navy Yard, Washington, DC.
NAVSEA, as the OPNAV's lead Spectrum Relocation Fund (SRF) Program Support Office, needs a policy, process, and documentation technical writer to be responsible for developing and maintaining all policies, procedures, and work instruction documents to reflect business operating policies and procedures to ensure the SRF program is executed with the right level of rigor and is in accordance with all regulations and the Navy's strategy. This role will work with diverse groups to refine and create policy, process, and documentation and is responsible for producing effectively written SRF policies, procedures, and guidelines for use across OPNAV and SRF stakeholders.
- Develop and write an overarching SRF Program Process, Requirements, and Guidelines document to outline the SRF process from cradle to grave, requirements mandated by OPNAV, and best practices.
- Develop and write NAVSEA SRF Support Office Program Plan and update as necessary.
- Develop written products that articulate, interpret, and explain important policies, programs, initiatives, and plans.
- Develop and prepare documents, including written policies and procedures to use for SRF program management and oversight.
- Review, analyze, and assess Presidential Memos, National Spectrum Strategy, NTIA, DoD CIO, DON CIO, and OPNAV SRF policy, documentation, and process for requirements flow down and inclusion of all stakeholders.
- Perform research and review documentations to identify gaps in documentation.
- Independently research to collect information using diverse sources as the groundwork for developing legally and technically sound documents.
- Coordinate data calls and responses regarding policy and process.
- Analyze effectiveness of documentation and recommend improvement opportunities to management.
- Review and assess Program Offices process compliance with the SRF policies, processes, and requirements document.
- Track policy documents to ensure policies are regularly reviewed, revised, and posted on SRF Repository.
- Remain current on all SRF related policies and procedures for all business areas.
- Collaborate with professionals and senior administrators on policies and processes used to execute SRF process and oversight.
- Develop and implement document management policies and procedures.
- Prepare, edit, proofread documents, presentations, and other materials.
- Maintain electronic records and monitor SRF policy and guidance document storage on SRF Repository.
- Assist with document control and management.
Knowledge Skills Abilities (KSA)- 10+ years of experience in writing policies, processes, and guidelines
- Knowledge of DoD organizational structure is desirable
- Excellent organizational, communication, and writing skills
- Excellent time management skills and ability to work independently
- Ability to build relationships and work with diverse organizations to achieve documentation goals
Security Clearance:- Must hold an active Department of Defense (DoD) SECRET clearance.
