JOB SUMMARY
The Senior Program Manager will support system change projects and community health equity projects including the Illinois Medical Respite Capacity Building Initiative and the Alliance for Health Equity. Work will include managing a program for medical respite expansion across Illinois (as part of IPHI's health and housing strategy); leading project management for technical assistance and systems change projects, including coordination of subject matter experts, service providers, and people with lived expertise; project management and engagement support; synthesis of policy input related to Illinois' Medicaid 1115 Waiver implementation and other policies to address homelessness; developing training content; writing and editing reports; qualitative data analysis; coordinating meetings and events; and supporting communications initiatives.

DUTIES AND RESPONSIBILITIES

General

• Manage day-to-day implementation of projects and partnership building for equitable systems change, particularly to support co-created strategies between community based experts and government agencies
• Create, manage and implement work plans for several simultaneous projects. Coordinate workplan implementation to include a range of partners such as workgroup members, grantees, funders and clients, subject matter experts, subcontractors, and community members
• Partner with health care providers, government agencies, and other organizations to implement processes and approaches to advance equity
• Collaborate with consultants, subject matter experts and people with lived expertise, healthcare providers, and community-based organizations. Manage and interpret quantitative and qualitative data, and present data to support decision-making
• Partner with IPHI's contracts team to lead and delegate tasks within the life cycle of grant agreements and contracts including but not limited to the initiation of new or renewal agreements/contracts, execution and delivery of sub-grants and contracts, tracking invoices and contract payments, reporting, and closeout of the agreements as obligations are fulfilled and/or agreements are terminated
• Manage and report on budgets and recommend necessary changes to support program implementation. Track and maintain status of contracts, and work with directors, contracts team, and finance team to address any amendments or changes
• Provide oversight and collect data to ensure proper entry, perform data analysis, develop a dissemination method in partnership with supervisor, and present data and findings

Public Health Knowledge & Skill Application

• Lead execution of project strategy, gather data and evidence to support project strategy, describe project impact, backed with data
• Coordinate technical assistance (TA) for grantees and project partners- including TA provided by in-house experts at IPHI and contracted consultants and subject matter experts
• Develop and implement capacity building activities such as learning collaboratives, webinars, and training sessions. Lead and delegate all aspects of meeting design, logistics, and follow-up including agenda development, interactive meeting design, presenter recruitment, marketing and communications, and event logistics
• Provide technical support to team members and partners to apply health equity and racial equity frameworks and tools to program planning, systems development, partnership and engagement strategies, and evaluation
• Research and report on best practices, policies, and innovation - particularly to address health and racial inequities, including Medicaid innovations and community power building innovations
• Contribute to policy analysis, data synthesis, environmental scans, and background research to support policy and systems development
• Update evaluation tracking tools and collect program evaluation data
• Identify and recommend program improvement opportunities to deepen program impact, create program capacity, promote operational efficiencies, and improve budget management. Work with directors and leadership to identify and solve problems, address barriers, and conduct quality assurance and quality improvement activities

Systems Change

• Identify and rally key partners and levers of change internally and externally
• Contribute to vision setting and priorities development of specific programs within the Center
• Cultivate and manage relationships with collaborators in public health, healthcare, homeless services, community development, and related sectors
• Manage complex partnership and relationship management between government, healthcare, social service providers, and community-based grassroots organizations.
• Continuously engage community members affected by racial and health inequities and people with lived expertise throughout the planning and implementation of strategies
• Develop, manage and deepen relationships with funded partners (such as medical respite grantees), subcontractors, and other key partners and collaborators to leverage expertise and advance program goals, identify community-driven solutions, problem-solve, and be a trusted resource, advocate, and technical partner
• Hold and manage relationships with funders and clients and ensure strategic alignment with other Alliance for Health Equity and IPHI programs

Meeting Planning & Facilitation

• Lead inclusive facilitation and outcome-driven meeting design, ensuring that meetings are structured strategically to achieve clear goals and foster meaningful collaboration
• Oversee completion of meeting logistics, ensuring all necessary preparations, materials, and follow-up actions are efficiently managed

Communication & Writing

• Work with IPHI communications manager and other team members to create and manage communications to advance program goals
• Collaborate with IPHI communications manager and other team members to ensure consistent messaging and branding across all communication platforms
• Lead creation of materials for presentations and public engagements, tailoring content to diverse audiences
• Represent IPHI in local, state, and national initiatives, including presenting and participating in external convenings, conferences, and/or committees

Teamwork & Team Relationships

• Set direction and manage project assignments with and across team members and partners
• Co-create and supervise scopes of work with contracted partners/consultants/contractors to ensure timely completion
• Supervise other team members (program associates, program managers, and/or interns)
• Provide feedback and coaching to Program Assistants, Associates, and Managers to ensure program deliverables are met

Grant, Resource, & Finance Development

• Understand budgets for multiple projects; manage certain parts of the programmatic budget; Work with the Program Director or Center Director to ensure budget compliance
• Oversee grant compliance and reporting in program outcomes; Lead writing grant reports
• Develop, support and nurture relationships with potential funders and clients, recommend funding opportunities, and help lead proposal development for resource development

Planning and Stewardship of Money

• Create budget plans for program activities within parameters set by leadership and program staff
• Select and negotiate with vendors within procurement and funding policies and procedures

Position Requirements

QUALIFICATIONS

• A bachelor's degree required or master's preferred in public health or related area (or equivalent of 4-5 years of Public health-related experience)
• A minimum of 6 years of applied/relevant professional experience applying Public Health knowledge / skills or other similar experience outside of Public Health
• Project management experience, demonstrating a strong understanding of task planning, and ensuring project deliverables are met on time
• Experience designing and implementing capacity building opportunities for policy and systems change
• Experience with collaborative convening and capacity building such as training and/or learning collaboratives
• Experience designing and facilitating highly effective and inclusive meetings
• Knowledge and experience with state or federal grant funding, reporting, and compliance is preferred
• Knowledge of and experience with healthcare and/or homeless service partners in Illinois is preferred
• Expert understanding of Microsoft programs including Excel, Word, PowerPoint, Teams, Outlook
• Expert understanding of Zoom, Asana, and other project management or organizing apps
• Prioritizes tasks and meets deadlines; strong attention to detail
• Understands and can clearly convey regulations, guidelines, and programmatic outcomes relevant to program implementation

JOB REQUIREMENTS

• The position is full-time, exempt, 37.5 FTE hours per week
• Must be able to sit at and operate a computer and other office equipment for a significant portion of the workday
• Must be able to move about the office to access files and supplies
• This position may entail occasional work in the evenings or on weekends and requires occasional travel for one or more nights from time to time
• This position is located in Chicago and will require adherence to our hybrid schedule

Compensation: This position offers a salary range of $83,400 - $107,291 per year, depending on experience and qualifications.

Location: This position is located in Chicago. IPHI operates a hybrid office work model where team members work in the office two days per week (Tuesday, Wednesday, or Thursday), and individuals may work in the office or remotely the other three days per week. There is travel for meetings and site visits within Chicago, the suburbs, and Illinois. Occasional overnight travel within Illinois or nationally for conferences and training may be required.
