The Job

The Senior Program Manager - Access to Care is responsible for overseeing and managing multiple projects within the organization. Will lead cross-functional teams, develop project plans, monitor progress, allocate resources, and ensure that projects are completed on time and within budget. In addition, will lead enterprise-level strategic initiatives and special projects that advance health plan performance, provider partnerships, and market growth.

The Senior Program Manager will communicate with stakeholders, identify risks, and implement strategies to mitigate challenges, leveraging their healthcare and health plan experience to drive cross-functional collaboration and inform strategic decision-making. By taking ownership of complex initiatives crucial to SCAN's goals, the Senior Program Manager will play a key role in driving organizational success and achieving strategic objectives.

You Will
  • Execute and oversee programs that meet the needs of the organization, maintaining a high-level view to ensure alignment with enterprise strategy and accountable execution.
  • Participate in all aspects of program delivery, including planning, budgeting, staffing, and performance.
  • Promote the program throughout the organization and tracks engagement.
  • Supervise the work of program or project staff to ensure that work in completed on time or in accordance with established standards or specifications.
  • Evaluate program effectiveness by collecting and analyzing data in support of key performance metrics.
  • Ensure that activities are in compliance with organizational policies and any relevant external regulations.
  • Provide reports and updates to senior leadership or other stakeholders.
  • Serves as leader of authority with expert-level knowledge health plan market management and improving access to care within a HMO model.
  • Makes authoritative decisions and recommendations.
  • Plan, organize, and guide projects and matrixed employees.
  • May be called on to consult in other areas as needed.
  • Anticipate and mitigate risks across program initiatives, advising senior leadership on project dependencies, barriers, and potential solutions.
  • Take ownership of special projects and strategic efforts, proactively identifying opportunities to drive value and performance improvements in provider performance, market success, and operational effectiveness.
  • Collaborate closely with internal teams to integrate strategy with operations, ensuring cross-functional alignment and operational readiness.

Your Qualifications

  • Bachelor's Degree or equivalent experience.
  • 5-7 years of related experience with a health plan, managed care, or other healthcare related organization.
  • 5 years of leadership experience. Strong management skills. Ability to develop and mentor others. Skilled to develops others.
  • Optimizes Work Processes - Designs processes that allow managing from a distance.
  • Business Insight - in-depth understanding of the business.
  • Excellent verbal and written communication skills. Translates enterprise vision into clear strategic priorities. Builds communication that is relevant to the audience.
  • Ability to build collaborative relationships.
  • Detail oriented. Ability to meet deadlines.
  • Advanced project management skills.
  • Microsoft Office Suite (Word, Excel, Access, PowerPoint, Outlook, Teams), Visio, and SQL at advanced skill level.
