Overview

Tecolote Research is seeking a Senior Procurement Support Analyst to assist with a DHS Component's comprehensive procurement support, including procurement package development, activities.

Responsibilities

  • Generate pre-award documentation for program requirements
  • Ensure PR packages are reviewed and cleared in accordance with (IAW) review and policy guidelines and submitted for award IAW timeline provided by the Contracting Officer (CO)
  • Prepare solicitations for assigned requirements to include Request for Quotes (RFQs), Request for Proposals (RFPs), Invitation for Bid (IfB), or Request for Task Order Proposals (RFTOP). Ensure evaluation factors, instructions to offerors, and the SOW/SOO/PWS are complete and compared with each other
  • Include appropriate FAR and agency clauses and applicable terms and conditions in the solicitation and subsequent award
  • Recommend and prepare unique terms and conditions
  • Assist in development of a pricing methodology for the solicitation
  • Publish or distribute the solicitation based on Agency-specific personnel instructions, ensuring the contract file includes confirmation of successful publishing or distribution
  • Prepare source selection and award decision documentation
  • Assist the CO to conduct discussions or interchanges, request clarifications, or other communications with vendors, if interactions are required
  • Prepare all required contract award documentation for assigned actions to include, but not limited to, COR delegation letters and draft Federal Procurement Data System (FPDS) entries
  • Document delays in the AIM Tool and report to the CO
  • Support Agency policy to identify and implement process or other improvements to include enhanced SharePoint repository materials such as new or enhanced checklists, reference guides, or SOPs

Salary range: $90,000 - $125,000/Year, depending on experience and qualifications

Education

Bachelor's degree required, preferably in math, engineering, business, or the sciences.
