Position Description

Angayut, LLC is seeking a Senior Procurement Analyst to lead policy-support activities for the PBGC Procurement Department. This key-personnel position will research federal acquisition requirements and leading practices; draft policy, procedures, templates, audit responses, and training materials; provide procurement data analytics; and support PBGC acquisition systems and users.

The Senior Procurement Analyst will provide advice, recommendations, analysis, and draft products for Government review and approval. The position requires strong command of the FAR and federal procurement policy, excellent research and writing skills, and the ability to translate legislative, regulatory, OMB, Executive Order, audit, and system changes into practical guidance and tools.

Key Responsibilities
  • Lead Task 5 acquisition and procurement policy management, policy research, training coordination, data analytics, and systems-support activities.
  • Research legislative changes, FAR and agency policy issuances, OMB memoranda, Executive Orders, audit findings, leading practices, and system capabilities affecting PBGC procurement operations.
  • Draft recommendations, new policies, policy revisions, official reports, assessments, audit responses, standard operating procedures, and end-user guidance for Government review and approval.
  • Develop and update standard acquisition templates, including requirement documents, solicitation documents, award memoranda, BPA templates, and Technical Evaluation Panel reports for LPTA and tradeoff acquisitions.
  • Analyze procurement data from PRISM, SharePoint, FPDS, SAM.gov, and other authorized sources to support policy decisions, program management, reporting, and process improvement.
  • Develop data-gathering methods, analytical techniques, performance measures, reports, dashboards, and assessments supporting procurement policy programs.
  • Prepare training presentations, reports, training-request documentation, and acquisition-policy research supporting PBGC training activities.
  • Coordinate Section 508-compliant policy, training, template, and end-user products.
  • Support PRISM and related procurement systems through data entry, database maintenance, error correction, access-request routing, customer and vendor communications, issue documentation, testing, and follow-up.
  • Assist with Data Act reporting, procurement-system change analysis, upgrades, testing, outages, and coordination with PBGC IT subject-matter experts.
  • Maintain non-inherently governmental boundaries; PBGC officials retain responsibility for determining and approving agency policy.

Qualifications
  • Education: Bachelor's degree in acquisition management, business, public policy, public administration, finance, law, information systems, or a related field preferred; an equivalent combination of education and directly relevant experience may be considered.
  • Experience: At least eight years of federal acquisition, procurement policy, procurement analysis, or contract-management experience, including senior-level responsibility for policy research, writing, analysis, or process improvement.
  • Advanced knowledge of the FAR and federal procurement principles, policies, procedures, and contract-writing practices.
  • Demonstrated experience drafting or revising acquisition policy, SOPs, standard templates, audit or OMB responses, training materials, or executive-level reports.
  • Experience conducting procurement data analysis using contract-writing systems, FPDS, SAM.gov, SharePoint, spreadsheets, databases, and other federal data sources.
  • Experience with PRISM or a comparable federal contract-writing system, including data quality, user support, testing, reporting, or process-change coordination, preferred.
  • FAC-C, DAWIA Contracting, NCMA certification, acquisition-policy credential, or comparable formal acquisition training preferred.
  • Excellent written and oral communication, organization, recordkeeping, customer-service, analytical, and problem-solving skills.
  • Ability to operate effectively in a demanding and evolving environment, rapidly implement Government direction, and maintain professional and ethical conduct.
  • Proficiency with Microsoft Office Suite, including Access, Word, Excel, PowerPoint, and Outlook; Adobe tools; and generative AI tools such as ChatGPT, Google Gemini, or Microsoft Copilot.
  • Knowledge of contractor support boundaries and the ability to avoid performing or appearing to perform inherently governmental functions.
  • Ability to work during PBGC core business hours, Monday through Friday, 9:00 a.m. to 3:00 p.m. Eastern Time, and provide approved surge support when required.

Travel

No travel is currently anticipated. Occasional travel may be required if authorized by the Government and the company.

Eligibility Requirements

Ability to obtain and maintain a favorable PBGC suitability determination, including the required Moderate Risk Background Investigation or qualifying prior investigation, and a Personal Identity Verification credential.

Employment is contingent upon contract award, Government approval where applicable, successful completion of company pre-employment requirements, and availability at the start of performance.
