Full Job Description
Apogee is seeking an experienced Senior Operational Readiness & Requirements Lead to support the development of a federal operational-readiness simulation and decision-support solution. This role will lead requirements discovery, operational workflow validation, scenario development, assumption management, and stakeholder coordination to ensure the simulation accurately reflects real-world mission processes and operational environments.

The successful candidate will serve as the critical connection between federal operational stakeholders, subject-matter experts, and technical simulation-development teams. The individual will translate complex operational requirements into actionable models by capturing processes, constraints, staffing considerations, decision points, exceptions, and mission scenarios.
Key Responsibilities
  • Lead requirements discovery sessions, stakeholder interviews, and operational analysis workshops.
  • Elicit, document, analyze, prioritize, and validate functional and operational requirements.
  • Develop process maps, operational workflows, use cases, decision logic, and requirements traceability documentation.
  • Identify operational entities, events, resources, dependencies, constraints, routing logic, exceptions, rework processes, and decision points.
  • Document assumptions, data limitations, policy considerations, risks, and unresolved decisions.
  • Develop and maintain operational scenarios, including:
    • Baseline operating conditions
    • Surge scenarios
    • Degraded operations
    • Disruption events
    • Policy and stress-test scenarios
  • Coordinate subject-matter-expert reviews to validate workflows, assumptions, parameters, and simulation outcomes.
  • Establish operational validation criteria and acceptance measures.
  • Support verification and validation (V&V) activities for simulation models and analytical outputs.
  • Analyze simulation results to ensure operational accuracy, relevance, and mission alignment.
  • Support demonstrations, user acceptance activities, scenario rehearsals, and after-action reviews.
  • Maintain requirements documentation, assumptions logs, decision records, validation findings, and corrective-action tracking.
  • Contribute to user guides, training materials, scenario catalogs, and knowledge-transfer documentation

Requirements
Must-have Qualifications:
  • Bachelor's degree in Operations Research, Systems Engineering, Business Analysis, Public Administration, Emergency Management, Industrial Engineering, or related discipline.
  • Minimum 7 years of experience in requirements analysis, business process analysis, operational planning, systems analysis, verification and validation, or scenario development.
  • Demonstrated experience facilitating stakeholder interviews, workshops, and requirements-gathering sessions.
  • Experience documenting complex operational workflows, business rules, decision processes, constraints, and exceptions.
  • Experience validating analytical models, simulations, technology solutions, or operational processes.
  • Strong analytical, technical writing, facilitation, and stakeholder engagement skills.
  • Ability to obtain and maintain client-required suitability requirements, including Public Trust eligibility if required.
Preferred Qualifications:
  • CBAP, PMI-PBA, INCOSE, Lean Six Sigma, Agile, or comparable professional certification.
  • Experience supporting federal readiness, mobilization, workforce operations, emergency management, continuity, or mission-support programs.
  • Experience with discrete-event simulation, operations research, scenario modeling, or analytical model validation.
  • Experience designing tabletop exercises, operational stress tests, demonstrations, or after-action reviews.
  • Familiarity with requirements traceability matrices (RTM), formal verification and validation methodologies, and systems engineering practices.
  • Experience supporting government stakeholders in complex, mission-critical environments.
  • Security Requirement: Ability to obtain and maintain client-required suitability clearance or Public Trust determination.
  • Location Requirement: Candidates must be able to support periodic onsite workshops and meetings in Virginia.
