ASRC Federal Netcentric Technology, LLC is seeking a Requirements and Optimization Manager to support our Kirtland AFB Engineering Operations Services (KEOS) contract for the US Air Force in Albuquerque, New Mexico.

Job Summary

The Requirements and Optimization (R&O) Manager will manage activities contributing to the successful execution of Engineering Operations Support program and be responsible for maintaining and coordinating routine and one-time meetings and deliverables for internal and external customers. This position requires an experienced person with demonstrated knowledge of maintenance, repair, and facility management in interior/exterior building envelope systems to include but not limited to: structural, finishes, plumbing, fire protection and detection, and low voltage electrical systems.

Duties and Responsibilities:

  • The R&O Manager shares responsibility and closely coordinates with leadership for the performance of work on all contract matters relating to daily operations of this contract in accordance with program requirements.


  • Performs analyses required to optimize lifecycle investment planning in operations and maintenance activities to include preventive maintenance plans in accordance with government guidance.


  • Manage the collection and maintenance of condition assessments within the government's sustainment management system (BUILDER, PAVER, GIS etc.) framework.


  • Use data management tools and software to analyze large quantities of data quickly, accurately, and be able to perform quantitative and qualitative analyses to identify trends, anomalies, errors, etc.


  • Oversee small facility construction/repair projects including scoping, estimating, execution, inspection and final close-out.


  • Oversee warranty and equipment operating manual databases.


  • Conduct Root Cause Analysis when systems fail ahead of their expected lifespan.


  • Be knowledgeable of department specific activities and provide operational support in areas of assignment.


Requirements:

  • Bachelor's degree in engineering or architecture. Bachelors in other disciplines such as business administration, information systems management, or operations management may be acceptable if candidate also possesses additional years of experience in facility management.


  • Minimum of one year of experience in facility and asset management principles, processes, and best practices as applied to a military, government, or other type of multiple facility campus-like environment.


  • Minimum of one year of experience performing facility and equipment condition assessments.


  • Experience working with construction and/or facility management software, GIS software, and facility-related databases; be proficient managing and analyzing large quantities of data quickly, accurately, and be able to perform quantitative and qualitative analyses to identify trends, anomalies, errors, etc.


  • Knowledge of and ability to communicate to a layperson, preventive maintenance, construction, and repair concepts, terminology, and processes.


  • Be adept user of PC applications to include but not limited to:


    • Microsoft Office 365 applications with particular emphasis on word processing, presentation, spreadsheet, and document management applications (MS Word, MS PowerPoint, MS Excel, Teams, and SharePoint).


    • Adobe Acrobat Pro.


  • Carry out supervisory responsibilities in accordance with company's policies and applicable laws; manage self and team to ensure open issues and action items are completed on or before deadlines.


  • Be capable of working independently with minimal supervision.


  • Possess excellent written and verbal communication skills with demonstrated experience in producing correspondence, briefings, and program plans.


  • Be a US citizen and have and maintain a valid US driver's license.


  • Must be able to pass a drug screen.


  • Must be able to obtain and maintain a US government-issued security clearance.


  • Be committed to providing for and maintaining a safe working environment.


Preferred Qualifications:

  • Bachelors in engineering from Accreditation Board for Engineering and Technology (ABET) accredited university or bachelor's in architecture from a program certified by the National Architecture Accrediting Board (NAAB).


  • Experience in US Air Force Real Property management and in performing Real Property Installed Equipment (RPIE) condition assessments IAW Sustainment Management System (SMS) BUILDER processes.


  • At least five years of experience in facility and asset management principles, processes, and best practices as applied to a military, government, or other type of multiple facility campus-like environment.


  • Experience working in a DoD/military or other government environment, and in particular, familiarity with US Air Force Civil Engineering guidance, rules, and regulations.
