Job Summary

The Proposal Manager I position is responsible for activities associated with the successful completion of assigned Analyzer Systems Integration proposal packages, including RFQ and specification review and compliance, product selection, system architecture, cost estimation, and commercial risk analysis, in support of the company's short- and long-term business objectives of providing accurate, timely, and high-quality customer proposals. This role requires coordination of technical and commercial design activities with sales personnel, engineering resources, project management, technical support consultants, and proposal department staff. The key objective of the position is to provide internal and external customers with quality proposal documents supported by accurate cost estimates and responsive customer service.

DUTIES/RESULTS:
• Reviews customer technical and commercial specifications, RFQs, scopes of work, and requirements to determine the adequacy and completeness of supplied information necessary to develop accurate and responsive proposal deliverables.
• Accurately interprets customer specifications, commercial requirements, and scope of work to develop optimum technical and commercial solutions aligned with company standards, customer expectations, and Yokogawa best practices.
• Responsible for the successful completion of assigned Analyzer Systems Integration proposal packages, including product selection, system architecture,

proposal development, cost estimation, commercial evaluation, and risk analysis for small- to large-scale projects.
• Develops high-quality budgetary, time and material (T&M), and firm fixed-price quotations and proposals, with or without formal RFQs, while ensuring compliance with customer requirements and company quality standards.
• Designs proposal responses, schedules and coordinates proposal development activities, and ensures completion of all deliverables within customer deadlines and proposal milestones.
• Applies company standards, approved solutions, and current Yokogawa technical publications to maintain technical accuracy, consistency, and compliance in proposal development.
• Coordinates technical and commercial proposal activities with sales personnel, legal counsel, technical consultants, project management, project and application engineering personnel, Service Delivery teams, vendors, and proposal department staff.
• Attends customer pre-bid meetings and provides technical and commercial support during customer proposal review meetings and internal management review sessions as required.
• Estimates all costs associated with Yokogawa equipment, software, engineering, subcontractors, vendors, and project execution activities, including identification, evaluation, and estimation of commercial and execution-related risks.
• Reviews vendor quotations, supplier proposals, and technical responses for accuracy, completeness, and compliance with project requirements, including coordinating technical reviews with Operations, Project, or Service Delivery personnel when required.
• Leads pricing strategy discussions with sales personnel and supports project execution strategy development with Project or Service Delivery teams to ensure commercially competitive and executable solutions.
• Prepares complete proposal packages, including PA-1 (Price Approval Form), pricing approvals, and supporting commercial documentation for management review and approval, including presentation of proposal materials during Proposal Review Meetings.
• Verifies purchase orders and prepares booking documentation packages for Operations and Finance processing as assigned.
• Acts as the proposal department representative during project turnover, handoff, and kickoff meetings to support successful transition from proposal development into project execution.
• Maintains proposal standards, templates, literature, and estimation tools, including modifications and continuous improvement updates based on lessons learned from previous proposals and projects.
• Writes, edits, and maintains standard and custom proposal content while ensuring compliance with all proposal guidelines, processes, procedures, and company policies.
• Performs other duties and responsibilities as assigned.

Qualifications:

Working knowledge of process analyzers, including related sample systems, networking, hardware and software components, engineering and integration. Basic understanding of process analyzers. Understanding of sales / marketing procedures, including both technical and commercial proposal presentation. Experience with inter-departmental functions and relationship with regional areas.

Consistently demonstrates the ability to plan and execute, establish procedures, document, and set priorities.

Must have the ability to work independently, work well under deadline pressure, and use judgment in any phase of the proposal process.

Possess the capability to accurately interpret customer specifications and needs and apply the optimum technical solution.

Travel up to 10% in support of technical sales, including some international travel, may be required.

Education and/or Prior Experience:
• BS in Chemical Engineering, Chemistry or technical discipline or equivalent experience. Work experience may be credited for a degree where appropriate.
• 10+ years of industrial control related experience with a minimum of 10 years' experience in analyzer systems proposals, engineering or service. Experience with gas chromatographs or TDLS is preferred
• Working knowledge of industrial analyzer process automation systems, including shelters, racks, cabinets, and sample systems networking, hardware and software components, engineering and integration.
• Must have the ability to work independently, work well under deadlines, and use judgment in every phase of the estimation process.
• Proficiency with Microsoft 365 and SharePoint is required. Advance knowledge of Lists and Planner, Excel Macros / scripting, Power Automate is preferred.
