Position DescriptionAngayut, LLC is seeking a Program Manager to lead performance of the Pension Benefit Guaranty Corporation Procurement Department Support Services contract. This key-personnel position will serve as the contractor's single point of contact and will be accountable for workforce management, customer coordination, quality control, transition, deliverables, schedule, and contract performance across cradle-to-grave acquisition support, Business Acquisition Support, communications and reporting, policy, training, and systems support.
The Program Manager will lead a multidisciplinary acquisition-support team operating at PBGC Headquarters and through approved telework arrangements. The successful candidate will establish clear lines of authority, maintain continuity with corporate operations, review all deliverables before Government submission, resolve performance issues quickly, and sustain a responsive, ethical, and customer-focused team.
Key Responsibilities- Serve as the single point of contact between PBGC and all contractor personnel assigned to the contract.
- Manage all contractor and subcontractor personnel, including recruiting, onboarding, work assignment, timekeeping, performance management, morale, retention, and timely replacement of staff.
- Direct contract performance across all PWS functional areas and manage the timeliness, completeness, responsiveness, and quality of services and deliverables.
- Review and approve all contractor deliverables before submission to designated PBGC Procurement Department personnel.
- Implement and maintain the Quality Control Plan, including self-inspections, follow-up inspections, corrective actions, problem resolution, backup quality-control coverage, and customer-satisfaction monitoring.
- Lead the 60-day transition-in effort, coordinate with the incumbent contractor, conduct documentation and data inventories, and ensure the program management structure is fully operational by transition completion.
- Maintain clear organizational lines of authority and effective coordination between personnel supporting PBGC Headquarters and Angayut corporate operations.
- Proactively identify performance, staffing, transition, invoice, schedule, and customer-service issues; develop corrective action plans and implement timely remedies.
- Coordinate approved surge support for end-of-fiscal-year requirements, protests, policy or executive-order changes, system upgrades, and other unexpected workload increases.
- Ensure all contractor personnel understand security, suitability, privacy, Section 508, organizational conflict-of-interest, contractor-identification, and inherently governmental function requirements.
- Prepare and maintain transition, staffing, quality, performance, risk, and management documentation required by the contract.
Qualifications- Education: Bachelor's degree in business, acquisition management, public administration, project management, or a related field preferred; an equivalent combination of education and directly relevant experience may be considered.
- Experience: At least 12 years of progressively responsible federal acquisition, procurement operations, or acquisition-support experience, including at least five years managing multidisciplinary contractor teams and complex federal professional-services contracts.
- Demonstrated experience managing key personnel, subcontractors, quality control, deliverable review, transition, corrective actions, and customer relationships in a federal environment.
- Strong working knowledge of the Federal Acquisition Regulation and federal acquisition lifecycle, including pre-award, award, post-award administration, contract closeout, policy, and reporting functions.
- Experience supporting a high-volume acquisition organization and managing competing priorities, workload surges, service-level expectations, and performance metrics.
- Project Management Professional, FAC-P/PM, FAC-C, DAWIA, or comparable program or acquisition credential preferred.
- Excellent written and oral communication, organization, recordkeeping, customer-service, analytical, and problem-solving skills.
- Ability to operate effectively in a demanding and evolving environment, rapidly implement Government direction, and maintain professional and ethical conduct.
- Proficiency with Microsoft Office Suite, including Access, Word, Excel, PowerPoint, and Outlook; Adobe tools; and generative AI tools such as ChatGPT, Google Gemini, or Microsoft Copilot.
- Knowledge of contractor support boundaries and the ability to avoid performing or appearing to perform inherently governmental functions.
- Ability to work during PBGC core business hours, Monday through Friday, 9:00 a.m. to 3:00 p.m. Eastern Time, and provide approved surge support when required.
TravelNo travel is currently anticipated. Occasional travel may be required if authorized by the Government and the company.
Eligibility RequirementsAbility to obtain and maintain a favorable PBGC suitability determination, including the required Moderate Risk Background Investigation or qualifying prior investigation, and a Personal Identity Verification credential.
Employment is contingent upon contract award, Government approval where applicable, successful completion of company pre-employment requirements, and availability at the start of performance.
