Program Manager (PM)

Overview: SRI is seeking a Program Manager to support the U.S. Army National Guard Holistic Health and Fitness (H2F) Performance Team program. The Program Manager will oversee daily contract operations, Task Order compliance, workforce management, quality control, reporting, and coordination with Government stakeholders supporting geographically dispersed H2F teams. The Program Manager is the only Key Personnel position identified in the draft PWS and will have authority to act for the Contractor on matters relating to daily Task Order operations.

Tasks & Responsibilities:
  • Manage daily operations and overall performance of the H2F Task Order.
  • Ensure compliance with all Task Order requirements, performance standards, schedules, and deliverables.
  • Oversee geographically dispersed H2F personnel and coordinate workforce activities across multiple locations and time zones.
  • Maintain responsibility for quality control and implementation of the Task Order Quality Control Plan.
  • Coordinate with the Contracting Officer, COR-RA, COR-HRS, and other Government stakeholders.
  • Monitor staffing levels, vacancies, turnover, employee training, and contract performance.
  • Support recruiting, onboarding, transition, background investigation, clearance, and CAC activities.
  • Review and quality-control required reports, travel documentation, deliverables, and other contract products.
  • Identify performance risks and implement corrective actions as required.
  • Maintain availability during established Government business hours.
  • Support Integrated Progress Reviews, After-Action Reviews, transition activities, and other program-management requirements.

Qualifications:
  • Bachelor's degree in Business Management or a related field.
  • In lieu of a bachelor's degree, a minimum of ten years of experience managing large-scale Government projects of similar size and scope.
  • Experience with Government policies and procedures.
  • Strong analytical, organizational, and time-management skills.
  • Ability to work independently and exercise sound judgment.
  • Demonstrated experience managing geographically dispersed personnel is highly desirable.
  • Must be a U.S. Citizen.
  • Must meet applicable Government background-investigation and security requirements.

Security Clearance Requirements:

Must possess at least the Government-required Tier 1 background investigation at the applicable stage of performance. Positions designated by the Government as requiring classified access must possess the required Interim Secret or Secret clearance.
