Full Job Description
*Position is contingent upon contract award* SOSi is seeking a highly qualified Program Manager. The onsite Program Manager (PM) is designated key personnel and is responsible for the overall performance and daily operations of the Task Order (TO), serving as the Government's primary point of contact for all contract matters. The PM shall provide overall leadership and guidance for all contractor personnel assigned to the TO and is ultimately responsible for the quality and efficiency of the TO, to include both technical issues and business processes. The PM has full organizational authority to execute the requirements of the TO, commit the contractor's organization, and make decisions on behalf of the contractor in response to contract issues, concerns, or problems. The PM manages cost, schedule, performance, and risk across all project activities, oversees the assignment of tasks to contractor personnel, and provides high-level supervision of ongoing technical efforts across the Integrated Intelligence Centers (IICs) and Integrating Organizations. The PM works closely with the eight (8) senior-level Team Leads to ensure the optimal use of assigned resources and subcontractors, ensures staffing thresholds are met, and manages surge and optional task requirements as directed by the customer. Essential Job Duties • Serve as the primary point of contact and onsite authority for all contract matters, designated in writing to the Contracting Officer. • Provide overall leadership and guidance for all contractor personnel assigned to the TO across all IICs and Integrating Organizations. • Be ultimately responsible for the quality and efficiency of the TO, including both technical issues and business processes. • Oversee and manage all aspects of project operations to ensure production schedules are met and system resources are utilized efficiently. • Assign tasks to contractor personnel and provide high-level supervision of ongoing technical efforts. • Coordinate with and direct the eight (8) senior-level Team Leads. • Be responsible for cost, schedule, performance, and risk identification/mitigation for all assigned tasks and personnel. • Ensure compliance with staffing performance objectives, ensuring no position remains vacant more than 30 calendar days without an excusable delay. • Manage overall TO performance to ensure the optimal use of assigned resources and subcontractors. • Manage and coordinate surge support and optional task personnel requirements upon Government authorization. • Ensure contract cost allocation and invoicing are properly tracked against the correct PWS Task, CLIN, SLIN, and ACRN in accordance with applicable clauses. • Ensure timely, accurate delivery of all contract deliverables (e.g., Contract Summary, Status Reports, Funds and Man-hours Expenditure Reports, Records of Meetings) in accordance with the CDRLs. • Ensure all work is performed in accordance with applicable contract specifications. • Establish and maintain effective relationships with the Contracting Officer, COR, customers, and stakeholders. • Be readily available to respond to inquiries and proactively alert the customer to potential contractual or programmatic issues. Qualifications Minimum Requirements • Bachelor's degree in a relevant field (e.g., Intelligence, National Security, Business Administration, or related discipline). • Minimum of 10 years of experience in program or project management within the defense or intelligence community. • Demonstrated experience managing large, complex intelligence analysis or analytic-enabling support contracts. • Proven ability to manage cost, schedule, performance, and risk for complex projects. • Experience leading and supervising large, geographically distributed, cross-functional teams and subcontractors. • Experience managing surge requirements and optional task execution. • Organizational authority to commit to the contractor's organization and make decisions on its behalf. • Strong leadership, communication, and interpersonal skills. • Experience coordinating with multiple Government stakeholders, including Contracting Officers and CORs. • Active TS/SCI security clearance with CI Poly. • Availability to work onsite in the National Capitol Region (NCR). Preferred Qualifications • Master's degree in a relevant field. • Project Management Professional (PMP) certification or equivalent. • Experience supporting Defense Intelligence Agencies. • Experience with NSS/NDS alignment and strategic competition priorities. • Prior experience as a Program Manager on government contracts of similar size and scope (600+ FTE). • Experience managing contracts supported by multiple fund citations with strict cost allocation requirements. • Familiarity with analytic tradecraft standards (ICD 203/206). • Experience overseeing all-source analytic and analytic-enabling support across multiple functional and geographic mission areas.
