Short DescriptionBowman has an opportunity for a Program Manager, Dry Utilities to join our team in Rockville, MD.
PurposeOversees the planning, design, coordination, and delivery of dry utility infrastructure projects-including power, telecommunications, gas, and broadband systems-for residential, commercial, mixed-use development and infrastructure projects. This role provides technical direction, manages project teams, ensures compliance with regulatory and utility-provider standards, and acts as a primary liaison between Bowman, clients, and utility companies to advance project milestones and approvals.
ResponsibilitiesLeadership and Direction- Provide day-to-day leadership, guidance, and technical oversight in navigating utility companies and regulatory processes to the dry utility teams.
- Assign workloads, balance priorities, and ensure staff have clarity on expectations and deadlines.
- Mentor, coach, and support junior and mid-level team members to enhance technical skills and professional growth.
- Lead team discussions and meetings and foster cross-discipline collaboration to represent the dry utilities design and construction requirements.
- Model a culture of accountability, communication, and proactive problem-solving.
At the Operational and Company Level- Manage dry utility project scopes, schedules, budgets, and resources to ensure efficient execution.
- Oversee the development of utility plans, composite layouts, trench sections, load letters, and coordination exhibits.
- Coordinate with electric, gas, telecom, and fiber providers to obtain service letters, design approvals, and construction requirements.
- Identify project risks, resolve design conflicts, and help the team navigate utility-provider standards or changing requirements.
- Communicate project status, risks, and key updates to internal stakeholders and clients.
- Support proposal development, including writing scopes, preparing cost estimates, and assisting with project pursuits.
Do the Work- Perform and review technical dry utility design tasks, including layout development, calculations, cost estimating, and constructability assessments.
- Preparations and revisioins to utility plans, CAD files, and project documentation consistent with utility-provider standards and Bowman quality expectations.
- Conduct due-diligence reviews and feasibility assessments for proposed power, telecom, and gas service needs.
- Lead coordination efforts with utility companies, municipalities, and regulatory agencies to advance project milestones.
- Provide hands-on problem-solving during design and construction phases, addressing utility conflicts, routing challenges, and field conditions.

Qualifications- Bachelor's Degree in Electrical Engineering, Civil Engineering or related discipline.
- Licensed Professional Engineer, preferred, not required.
- Ten or more (10+) years of engineering or related dry utility development experience to include a minimum of five (5) years managing multiple complex large scale dry utility development projects (commercial, residential, municipal).
- Experience with water/wastewater systems, water treatment, water distribution, pump stations and operations.
- Demonstrated proficiency with computer applications and engineering design software such as AutoCAD and Microstation and/or Civil3D or similar design software required.
Salary and eligible variable compensation (if any) commensurate with experience. Range $150,000 - $180,000 per year and includes a comprehensive benefits package.
