Description
Within the One Climate Department, Carbon Finance Solutions Unit (KTCSC) helps public and private sector clients mobilize carbon finance for climate-smart development. For that purpose, KTCSC oversees multiple Trust-funded initiatives, including the Forest Carbon Partnership Facility (FCPF), the Initiative for Sustainable Forest Landscapes (ISFL), Enhancing Access to Benefits While Lowering Emissions (EnABLE), and Scaling Climate Action by Lowering Emissions (SCALE).
KTCSC provides guidance to regional colleagues, in particular from ENV units, to engage in policy dialog with government, identify opportunities for the development of carbon programs, and support the Clients (public or private) to:
(i) design and register carbon program under the most relevant standards,
(ii) ensure the implementation of the underlying activities that will generate carbon credits,
(iii) collect and monetize verified Emission Reductions (ERs) and
(iv) use the proceeds from the sale of the carbon credits according to the highest quality standard.
In the LAC region, the ENV Unit has identified several opportunities for which technical support and KTCSC expertise would be sought. For this reason, KTCSC is opening an Extended Term Consultant (ETC) position to support ENV Unit in the following tasks.
Client-led Carbon operations in LAC and focus of the ENV unit
Chile
• Chile's ER Program is led by the National Forest Corporation (CONAF). Following receipt of two payments for the first and second ERPA reporting periods, and with the verification for the fourth period underway, the GoCh is exploring commercialization options to pilot the sale of Excess ERs in carbon markets.
• The ENV team supervises Chile's Emission Reductions Program (P160277) - a Carbon operation financed by FCPF. The Task Team supports the Emission Reductions Monitoring Report (ERMR) verification, supervising BSP implementation, and assisting the transition to alternative carbon standards and ER approaches for the post-ERPA phase. It is also helping the country pursuing monetizing opportunities.
Costa Rica
• Costa Rica's ER Program is led by the National Forest Finance Fund (FONAFIFO). After two successful payments, the independent verification of the ERMR corresponding to the third and final ERPA reporting period has started, and the final payment programmed for June 2027.
• The ENV team supervises the Costa Rica Emissions Reduction Program ($60M P160368 -) a Carbon operation financed by FCPF. The Task Team is supporting implementation of the country's ER commercialization strategy to enhance access to carbon finance from the private sector.
• In addition, with SCALE, the Bank is also helping establish the institutional framework and procedures to authorize International Tradable Mitigation Outcomes (ITMOS) and to apply corresponding adjustments in compliance with Article 6 of the Paris Agreement, as well as to design an Agriculture Forestry and Land-Use (AFOLU program). The Bank is also supporting the engagement of Indigenous Peoples, women and Youth into the FCPF ER Program through EnABLE.
Guatemala
• Guatemala's ER Program is led by the Ministry of Public Finance (MINFIN) and executed by the National Forest Institute (INAB). In November 2025, the World Bank made the first payment corresponding to 91.5% of the ERs generated in 2020. Recently, INAB submitted a supplementary ERMR covering the remaining 8.5%. The verification process of the supplementary ERMR will initiate in Q2FY27.
• The ENV team supervises the Guatemala Emissions Reduction Program ($52.5M, P167132), a carbon operation financed by FCPF. The Task Team supports independent verification of the supplementary ERMR, BSP implementation, updates to the Program Operations Manual, and management of stakeholder expectations regarding the second reporting period. It is also supporting the transition to alternative standards and ER Program approaches. Through EnABLE, the team will support the preparation and implementation of activities that strengthen the participation of Indigenous Peoples, women, youth, and vulnerable communities in forest carbon initiatives, including stakeholder engagement, institutional arrangements, work planning, implementation support, monitoring, and reporting.
Dominican Republic
• The Dominican Republic's ER Program is led by the Ministry of Environment and Natural Resources (MMARN) REDD+ Coordination Office (OCR). Following the first ERPA payment made in October 2025, OCR is working with nine Executing Entities to distribute benefits to final beneficiaries. The GoDR is finalizing the third ERMR, which will undergo independent verification.
• The ENV team supervises the Dominican Republic Emission Reductions Program ($25M P161182) a Carbon operation financed by FCPF. The Task Team supports BSP implementation and reporting, the transition to alternative standards and ER Program approaches, and the monetization of ERs in carbon markets. Through EnABLE, the Bank will also support project preparation and implementation to strengthen the participation of Indigenous Peoples, women, youth, and vulnerable communities.
Peru - Grupo Perú Indigenous Jurisdictional REDD+ initiative
• Grupo Perú is currently preparing the Indigenous Jurisdictional REDD+ (RIJ) initiative in high-forest, low-deforestation areas of the Peruvian Amazon. Grupo Perú brings together the Interethnic Association for the Development of the Peruvian Rainforest (AIDESEP), the Confederation of Amazonian Nationalities of Peru (CONAP), and the National Association of Executors of Administration Contracts of Communal Reserves of Peru (ANECAP). The initiative seeks to place Indigenous Peoples' leadership, governance, and full and effective participation at the center of jurisdictional climate action.
• The ENV team prepares the Implementation of Jurisdictional Indigenous REDD+ (RIJ) in High Forest, Low Deforestation (HFLD) Areas ($7M, P510895), a Technical Assistance project to support the registration of the RIJ. A Project Preparation Grant is expected to be signed in FY27 as the first step of the operation.
Mexico
• Mexico is negotiating a 2-phase ERPA with the World Bank for an AFOLU ER Program developed under the ISFL in four northern states. Mexico has also to develop a Private Sector Strategy alongside the ERPA implementation.
• The ENV team supervises the Mexico Emission Reductions Program ($22M P180533) a Carbon operation financed by ISFL. The Task Team is supporting the preparation of the ISFL operation, leading to an ERPA signature before the end of 2026. In addition, the World Bank team is supporting the government building capacities for the integration of the private sector component of the program.
