Description
Background:
The World Bank Group Health Directorate supports country teams and clients in advancing Universal Health Coverage by strengthening health financing, service delivery, quality, financial protection, and health-system performance. Within this agenda, the Health Policy and Regulation Unit provides global technical leadership on sustainable health financing systems, fiscal space for health, public financial management, purchasing, benefits policy, and data-driven policy dialogue.
Sustainable health financing requires robust, comparable, and policy-relevant analysis of macro-fiscal conditions, public spending, health expenditure trends, fiscal capacity, financial protection, service coverage, and system constraints. The Unit maintains a macro-level Health Financing Macro-Fiscal Data Platform that consolidates publicly available data across health outcomes, health spending, macro-fiscal indicators, governance, socio-economic outcomes, and related indicators. The platform underpins fiscal space analysis, country and regional health financing profiles, operational analytics, and global reporting products including the Government Resources and Projections for Health program.
The Unit is also developing the Agile Core Integrated Analytics workstream, or ACIA, as a standardized country-facing analytical platform designed to integrate health financing and service delivery analytics, including macro-fiscal analysis, financial protection, service coverage, public financial management, intervention prioritization and economic analysis, workforce, governance, and related diagnostics into an upstream standardized, reproducible, yet customized offer for country engagement and dialogue. ACIA is intended to provide country teams with a rapid, decision-oriented country profile that identifies feasible fiscal envelopes, reform pathways, priority investment choices, and implementation constraints, while providing clear handoffs to deeper country-specific modules where required.
The Health Policy and Regulation Unit seeks to recruit a G-level Extended Term Consultant to serve as the Agile Core Integrated Analytics Lead. The ETC will provide technical leadership for the design, production, quality assurance, institutionalization, and strategic use of ACIA and the associated macro-fiscal health financing analytics architecture. The role requires advanced subject-matter expertise, independent judgment, methodological leadership, cross-unit coordination, and the ability to translate complex quantitative evidence into actionable policy dialogue for World Bank teams and client counterparts.
Key Responsibilities:
The ETC will lead the strategic development and application of integrated health financing analytics for the 1.5 billion team with a particular focus on the agile core integrated analytic platform, the health financing macro-fiscal data platform, and related country-facing analytical products. Responsibilities will include, but will not be limited to, the following:
1. Leadership including design, development, and maintenance of the agile core integrated analytic platform.
• Serve as technical lead and product owner for the agile core integrated analytic platform, including its analytical architecture, country profile design, production workflow, data governance, quality assurance, and institutional deployment.
• Lead development of a standardized, decision-oriented country profile that integrates multiple analytical streams into a coherent product usable by different audiences including senior management, country TTLs, ministries of health, ministries of finance, and other stakeholders.
• Define the core quantities of interest, diagnostic storyline, benchmarking logic, and decision framework, including feasible fiscal envelope, health budget space framework, what can be purchased, expected health and financial protection returns, opportunity costs, execution pathways, supply-side readiness, and governance constraints.
• Coordinate technical inputs from health financing, GRPH, public finance reviews, health public expenditure reviews, global monitoring, financial protection, equity, DCP/FairChoices, service delivery, workforce, public financial management, purchasing, digital health, governance, and other contributory streams.
• Design and oversee AI-enabled analytical workflows for country diagnostics, benchmarking, slide-deck production, narrative generation, quality checks, and adaptation of standardized products for country dialogue.
• Establish protocols for source ownership, update frequency, methodological documentation, version control, peer review, country validation, and escalation to deeper diagnostic modules.
• Ensure that supports a scalable upstream offer to country teams while preserving analytical rigor, comparability, transparency, and usability for operational and policy dialogue purposes.
2. Strategic stewardship of the health financing macro-fiscal data platform.
• Lead strategic management, curation, methodological refinement, and institutional use of the Health Financing Macro-Fiscal Data Platform as a core asset supporting health financing analytics across the World Bank.
• Set standards for data harmonization, country coding, indicator definitions, deflators, rebasing, metadata, data lineage, reproducibility, and quality assurance across multiple international data sources.
• Maintain and improve linkages among health spending, macro-fiscal, public finance, governance, socio-economic, demographic, service coverage, and financial protection indicators.
• Lead development of documentation, technical notes, user guidance, and analytical protocols to ensure consistent interpretation and appropriate use by country teams and global programs.
• Identify methodological gaps and propose new indicators or analytical approaches related to fiscal sustainability, government resource mobilization, tax capacity, public spending efficiency, and health financing capacity.
• Coordinate with internal teams and external data providers on indicator reconciliation, methodological questions, and validation of key datasets used in country and global products.
3. Leadership of global health financing analytics.
• Provide technical leadership for the macro-fiscal and health financing analytical components of the Government Resources and Projections for Health program and related global products.
• Guide methodological development, scenario design, fiscal projections, benchmarking approaches, and interpretation of findings for global and country-facing products.
• Lead preparation and quality assurance of analytical inputs, visualizations, methodological notes, and policy messages for global reports, management briefings, country dialogue, and external dissemination.
• Ensure coherence across GRPH, ACIA, fiscal space analysis, country health financing profiles, and operational products developed by regional and country teams.
4. Policy advisory and operational support.
• Provide senior-level analytical advice to global, regional, and country teams on macro-fiscal conditions, fiscal space for health, spending adequacy, resource mobilization, expenditure prioritization, and health financing reform pathways.
• Support country teams in translating ACIA and macro-fiscal analytics into policy dialogue, advisory services, lending operations, implementation support, and engagement with ministries of finance and health.
• Develop briefing materials, slide decks, policy notes, and analytical summaries for senior management, country management units, global programs, and client-facing engagements.
• Help country teams identify when a rapid profile is sufficient and when deeper modules such as PER/PFR, FinHealth, DCP/FairChoices, Insurance Diagnostics, RMET, SDI, service accessibility, or governance diagnostics are needed.
5. Knowledge leadership, coordination, and capacity building.
• Act as a principal technical resource within the Health Directorate for integrated health financing analytics, macro-fiscal data systems, and related reproducible country analytics.

• Mentor and manage junior staff, consultants, data analysts, and researchers contributing to health financing analytics and country profile production.
• Coordinate communities of practice and technical working groups focused on health financing data systems, integrated analytics, AI-enabled country products, and fiscal analytics for health.
• Represent the Health Directorate in technical discussions with development partners, academic institutions, multilateral organizations, and data providers on health financing analytics and methodological issues.
