• Maintenance of dashboard allowing close monitoring of multi-country programs and initiatives.
• Coordination with fiduciary and safeguards teams (procurement, financial management, environmental and social specialists) to ensure close monitoring of HEPRR Phase 1 (5 entities).
• Support client counterparts in strengthening implementation capacity, including planning, monitoring, and reporting, climate and gender, for HEPRR as well as the pipeline PHC ARM MPA.
• Support to the planning and preparation of new programs, including the pipeline AFE PHC MPA Framework and pipeline Regional Organization Operation, as well as complex Additional Financings such as those for HEPRR Phase 1, including design of results frameworks.
• Support early implementation of the Regional Organization for the AFE PHC MPA (e.g., effectiveness conditions, preparation of an annual workplan and budget).
• Coordination with internal stakeholders in development effectiveness, operational and country policy, country management units, and country teams.
• Coordination of trust fund resources and mobilization of new resources for HAEH2 including preparation of grant proposals.
• Support to the Mid-Term review and overall results monitoring for the HEPRR MPA and its Phase 1.
2. Technical support to Climate & Health, Local Manufacturing, and Jobs agendas
• Close coordination with and support to both MPA countries on Climate and Health and Local Manufacturing of Pharmaceuticals and Vaccines, maintenance of thematic overview briefs.
• Participation in the Climate and Health and Local Manufacturing of Pharmaceuticals and Vaccines communities of practice under the HEPRR MPA.
• Draw on expertise in pharmaceutical regulatory affairs and supply chains to support National Medicines Regulatory Authorities (NMRAs), advance regional initiatives such as AIM2030, and facilitate technology transfer and public-private partnerships that build durable regional manufacturing capacity.
• Support the integration of pharmaceutical manufacturing and supply chain resilience into both the HEPRR and AFE PHC MPA frameworks, ensuring alignment with broader health system strengthening objectives and the growing institutional priority placed on this agenda.
• Monitor HAEH2 level progress across countries on the Climate, Local manufacturing, and Jobs agendas.
• Analytical inputs on priority thematic areas, including pandemic preparedness, climate and health, non-communicable diseases, digital health, and other areas as needed.
3.Communities of Practice, Policy Dialogue, and Client Engagement
• Lead the organization of high-level thematic regional convenings led by HAEH2 (e.g. Permanent Secretaries meeting on cross-border collaboration).
• Support structured policy dialogue with government counterparts (e.g., Ministries of Health and Finance) on sector priorities, including HEPRR, local manufacturing of medicines and vaccines, primary health care, and human resources for health.
• Contribute to policy dialogue, analytical work, and stakeholder coordination to advance regional manufacturing ecosystems, including regulatory harmonization and market-shaping efforts.
• Prepare high-quality briefing materials, presentations, and policy notes for senior management and client engagement.
• Maintain effective working relationships with national stakeholders, regional organizations (especially those financed by the World Bank), development partners, and relevant institutions.
4. Cross-Sectoral and Regional Collaboration
• Collaborate with other Global Practices (e.g., Social Protection, Water, Education, Agriculture, Energy and Digital) to support integrated approaches to human capital.
• Maintain active operational engagement with regional institutions such as ECSA-HC, IGAD, and the selected Regional Organization for AFE PHC MPA ensuring that governance platforms (RAC, CoPs, Centers of Excellence) translate into coherent and complementary implementation actions and aligned priorities across countries and programs.
5. Learning Agendas for multi-country programs
• Support the design and roll-out of structured annual learning programs aligned with the HEPRR MPA's established Communities of Practice (CoPs) architecture, while supporting the AFE PHC MPA in building its own learning infrastructure - ensuring that methodologies, knowledge products, and institutional lessons generated in one program systematically inform the other.
• Support the development of cross-country peer learning mechanisms that allow advances in PHC service delivery, climate and health, digital health, and local manufacturing to inform health emergency preparedness planning - and vice versa - creating evidence-grounded feedback loops between implementation and policy dialogue.
• Support capacity-building activities for government counterparts, including workshops, training, and technical assistance.
