The RoleReporting to the Vice President, Education and working alongside the Education Director team, the Director, Education Operations leads learner and customer experience, portfolio operations, business planning, financial stewardship, and data and analytics across TVO Education. The Director turns strategy into coordinated plans, strengthens performance intelligence, and collaborates with Growth on revenue diversification and sustainable growth. The role also supports the Vice President, Education in developing and stewarding strategic education partnerships and external relationships through operational insight, financial analysis, implementation planning, and performance measurement.
This role calls for an entrepreneurial mindset, strong business judgment, confidence with data, and a collaborative approach. Rather than managing education programs directly, the Director creates the systems, insight, and operating conditions that help the portfolio work smarter and deliver greater impact.
How you will make an impactPortfolio Strategy, Planning & Performance- Develop and operationalize a multi-year portfolio strategy that connects TVO ILC, TVO Learn, Mathify, and TVOkids to TVO's mission and long-term sustainability.
- Work with the Vice President, Education and Education Director team to align business and operational planning with program priorities and the educational mission.
- Collaborate with the Vice President, Growth and Growth team to assess revenue diversification, licensing, partnership, and earned-revenue opportunities, providing the analysis and business cases needed to inform decisions.
- Connect Education priorities and operational requirements to TVO-wide growth, communications, marketing, technology, and data strategies.
- Monitor changes in education policy, public funding, and digital learning, and assess the implications for TVO Education's strategy and financial position.
Data, Impact & Accountability- Build and lead TVO Education's performance intelligence function, establishing the governance, tools, and processes needed for reliable, actionable portfolio information.
- Work with the Vice President, Education, the Vice President and Chief Technology Officer, and internal teams to develop accessible dashboards for learner outcomes, reach, engagement, completion, service quality, revenue, equity, and return on investment.
- Embed evidence-informed decision-making across strategy, investment, resource allocation, and program development.
- Lead impact measurement and reporting that meets Ministry, funder, and Board expectations and clearly communicates learner impact.
- Work with Technology, Finance, Legal, and Research to strengthen data integration, access, and long-term sustainability.
Integrated Operations & Organizational Effectiveness- Improve portfolio-wide operating models, governance, standards, service expectations, and workflows. Clarify decision rights, resolve inefficiencies, and strengthen the quality and reliability of program delivery.
- Manage TVO Education's portfolio-level operating budget, giving the Vice President, Education a clear view of performance, cost drivers, risks, commitments, and future resource needs.
- Establish consistent service standards focused on learner and customer experience, accessibility, quality, and continuous improvement.
- Lead annual and multi-year business planning, government reporting contributions, risk management, and strategic priority-setting within TVO's broader planning cycle.
- Collaborate with People & Culture and Education leaders on workforce planning, role clarity, recruitment, staff development, retention, and future capabilities.
Growth Strategy, Funding & Operational Advisory- Collaborate with Growth on government funding strategies, contributing portfolio priorities, operational analysis, implementation requirements, risks, and accountability measures.
- Support the Vice President, Education and collaborate with Growth on partnership strategy by providing portfolio insight, feasibility analysis, and implementation and performance requirements.
- Provide financial and operational analysis for earned-revenue, licensing, cost-recovery, and scalable program models, ensuring alignment with TVO's educational priorities and public-interest mission.
- Prepare the operational, financial, risk, implementation, and performance components of funding applications, investment proposals, and Education partnership business cases.
Cross-Portfolio Leadership & Collaboration- Contribute to Education strategy, planning, resource decisions, risk management, and organizational change. Build trusted relationships with Education Directors and program leads, so operational functions serve program needs.
- Connect Education priorities with Media, Growth, Technology, Finance, People & Culture, Legal, Research, Communications, and Marketing.
- Support the Vice President, Education in engagement with Ministry contacts, sector collaborators, funders, and prospective partners through evidence, analysis, and implementation advice.
What you will bring to TVOEducationA postsecondary degree in business, commerce, public administration, data analytics, public policy, education leadership, or related field is required. A graduate degree, professional designation, or equivalent is a strong asset. An equivalent combination of education and significant relevant leadership experience will be considered.

Leadership Experience- Significant leadership experience in business strategy, portfolio operations, financial stewardship, or organizational effectiveness within a complex, multi-stakeholder environment.
- A track record of leading data, analytics, performance measurement, or impact functions and translating evidence into decisions.
- Experience contributing operational or financial expertise to growth, funding, revenue, licensing, cost-recovery, or partnership strategy in an education or mission-driven context.
- Experience leading operational change, building new capabilities, and influencing cross-functional teams without direct authority.
- Experience managing multi-source budgets, including public funding, grants, and earned or contributed revenue.
Functional Capability- Strong business and financial acumen, including financial modelling, scenario planning, cost and revenue analysis, and investment cases.
- Knowledge of analytics tools and methods, including dashboards, performance indicators, impact frameworks, and executive reporting.
- Familiarity with the Ontario education system, including TVO's mandate and the policy environment shaping publicly funded digital learning, is a meaningful asset.
- Experience working with growth, marketing, or commercial functions on revenue, funding, and audience strategies.
- Ability to present complex information clearly to boards, government partners, funders, and organizational leaders.
Sector Experience- Experience within or alongside government, Crown agencies, not-for-profit organizations, publicly funded education, or other publicly accountable environments is valued.
- Familiarity with Ontario's public sector governance and unionized environments is an asset.
Personal Effectiveness- Exceptional communication, facilitation, and presentation skills, with the ability to turn complex strategy, data, and financial analysis into clear decisions and compelling narratives.
