Overview

Pharmaceutical Research and Manufacturers of America (PhRMA) is seeking a Director for the Advocacy and Strategic Alliances team to support its stakeholder engagement and advocacy efforts related to prescription medicine access and affordability. The Director will have a particular focus on Medicare Part B and issues affecting physician-administered medicines, including the implementation of the Inflation Reduction Act's (IRA) Medicare drug price negotiation program, and Most Favored Nation (MFN) and related government pricing policies.

The Director will develop and execute stakeholder engagement strategies that advance PhRMA priorities, with a primary focus on health care providers and provider organizations, as well as patient advocacy organizations representing the oncology mental health communities, and other health care constituencies. The role will assess how emerging federal policy proposals affect providers and patients and translate those implications into effective external engagement strategies.

The Director will work closely with colleagues across PhRMA, member companies, and external partners to coordinate advocacy strategies and ensure stakeholder perspectives inform and strengthen PhRMA's broader policy and advocacy efforts. The Director will report to the Deputy Vice President, Advocacy and Strategic Alliances.

The Director will:

  • Develop and execute stakeholder engagement and advocacy strategies related to government price controls and access to medicines, with particular emphasis on Medicare Part B, the Medicare drug price negotiation program, MFN and related federal policy developments.
  • Serve as a primary Alliance resource on issues affecting Medicare Part B and physician-administered medicines, translating complex policy developments into actionable stakeholder engagement strategies.
  • Assess the implications of federal pricing and reimbursement policies for providers, patients, and other health care stakeholders and identify opportunities to engage constituencies in support of shared priorities.
  • Build, strengthen, and maintain relationships with health care providers and provider organizations, with particular attention to constituencies affected by Part B policy and reimbursement changes.
  • Develop and maintain strategic relationships with patient advocacy organizations - including those focused on oncology and mental health - and other health care stakeholders whose priorities intersect with PhRMA's policy agenda.
  • Identify areas of alignment among diverse constituencies and develop opportunities for collaboration, coalition-building, and coordinated advocacy.
  • Monitor the federal legislative, regulatory, and political environment to identify emerging developments related to government price controls, Medicare Part B, the IRA, MFN, and other policies affecting access to medicines.
  • Coordinate closely with PhRMA's Policy, Federal Advocacy, Public Affairs, International and other teams to ensure Alliance strategies are informed by PhRMA policy positions and integrated with broader organizational priorities.
  • Work with internal subject matter experts to translate complex policy issues into clear, compelling materials and messages appropriate for stakeholder audiences.
  • Develop briefing materials, presentations, talking points, stakeholder analyses, engagement plans, and other written products that accurately reflect PhRMA's established positions.
  • Represent PhRMA with external organizations and stakeholders on established policy positions relevant to the role's portfolio.
  • Plan and execute stakeholder meetings, roundtables, briefings, coalition activities, and other engagement opportunities designed to advance shared policy objectives.
  • Gather stakeholder perspectives and intelligence and communicate relevant developments, opportunities, and risks to PhRMA leadership and cross-functional colleagues.
  • Support select international advocacy initiatives involving pharmaceutical pricing and reimbursement policies, including issues where international price controls intersect with U.S. policy proposals and stakeholder interests.
  • Coordinate with member companies to obtain input, identify stakeholder opportunities, and support alignment around advocacy strategies and priorities.
  • Manage projects and, as appropriate, consultants and external partners, including timelines, deliverables, and coordination across multiple workstreams.
  • Continuously evaluate engagement strategies and recommend adjustments based on changes in the policy environment, stakeholder landscape, and organizational priorities.
  • Perform other duties as assigned.

Professional Requirements

  • Bachelor's degree required (Master's degree in Health Policy, Public Policy, Communications or related field preferred).
  • 6+ years of relevant professional experience, including experience in leadership roles
  • Demonstrated ability to lead complex, multi-stakeholder projects or initiatives
  • Experience with Medicare Part B policy, prescription drug pricing and reimbursement, government price controls, or related health policy issues.
  • Exceptional writing, editing, and presentation skills, with experience developing content for executive audiences
  • Experience engaging health care providers, patient advocacy organizations, disease-specific organizations, or other health care constituencies.
  • Demonstrated sound judgment and ability to work independently while recognizing issues that require broader organizational coordination or leadership guidance.
  • Strong analytical and strategic thinking capabilities
  • Demonstrated experience managing staff and/or overseeing consultants and vendors
  • Excellent verbal communication, presentation, active listening, and interpersonal skills.
  • Proficiency in Microsoft Office tools; experience with project management and budget tracking systems preferred
  • Must be willing to travel and be responsive/available after hours and on weekends.


Preferred Experience

  • Advanced degree in public policy, health policy, public health, law, political science, or a related discipline.
  • Experience working on Medicare Part B, physician-administered medicines, Medicare drug price negotiation, IRA implementation, MFN, or other pharmaceutical pricing and reimbursement issues.
  • Established relationships with health care provider organizations, oncology organizations, patient advocacy organizations, mental health organizations, or related constituencies.
  • Experience developing or executing coalition-based advocacy campaigns at the federal level.
  • Experience working with Congress, federal agencies, trade associations, advocacy organizations, or other organizations involved in federal health policy.
  • Familiarity with international pharmaceutical pricing, reimbursement, market access, or government price-control policies.


Potential Salary

$110,500-151,900 per annum. Salary is commensurate with experience and other compensable factors.
