World Oil Terminal, Long Beach is hiring a Terminal Operations Manager

Position Summary:

The Terminal Operations Manager is responsible for the safe, efficient, and compliant operation of the petroleum terminal, including the receipt, storage, transfer, and dispatch of bulk petroleum products. This position provides leadership for terminal personnel, oversees daily operations and maintenance activities, ensures the terminal operates in compliance with all applicable environmental, health, safety, operational regulations, and supports continuous improvement initiatives to maintain reliable 24/7 terminal operations.

Essential Duties and Responsibilities:

The essential functions include, but are not limited to the following:
  • Oversee daily terminal operations, including confirming nominations of receipt, storage, transfer, and loading/unloading of bulk petroleum products.
  • Ensure safe and efficient product movements through tanker truck loading, tank transfers, and product receipts.
  • Direct routine inspections and preventive maintenance of terminal equipment, including piping, valves, pumps, motors, tank gauging systems, and alarm systems.
  • Ensure the integrity and reliability of terminal infrastructure through effective maintenance planning and equipment inspections.
  • Oversee facility infrastructure, laydown yards, and inventory/material storage tracking systems.
  • Ensure compliance with hazardous materials storage requirements, including proper chemical segregation, labeling, and Safety Data Sheet (SDS) management.
  • Coordinate shipping, receiving, procurement, and logistics activities to support refinery maintenance turnarounds, capital projects, and daily terminal operations.
  • Monitor inventory levels and product accountability while maintaining accurate operational records.
  • Ensure compliance with all federal, state, and local regulations, including OSHA, EPA, AQMD, PHMSA, DOT, and applicable fire code requirements.
  • Lead emergency response activities and ensure emergency preparedness procedures are maintained and tested.
  • Supervise terminal personnel, including Operators, Shift Supervisors, and contractors.
  • Develop staffing schedules to support continuous 24-hour operations.


Other Functions:
  • Implement safety training programs developed by the Safety Department and ensure employees comply with established safety procedures.
  • Conduct routine observations to verify safe work practices and regulatory compliance.
  • Identify operational and environmental risks and recommend corrective and preventive actions.
  • Participate in incident investigations and implement corrective actions as necessary.
  • Perform other duties as assigned.


Supervisory Responsibilities:

This role supervises the following positions: 4 Operators, and Shift Supervisor

Required Qualifications:
  • Minimum of five (5) years of progressively responsible experience in petroleum terminal operations, bulk liquid storage, refinery operations, or a related industrial environment.
  • Minimum of five (5) years of supervisory or management experience.
  • Experience overseeing regulatory compliance, safety programs, and environmental requirements.
  • Proficiency with Microsoft Office and operational reporting systems.


Knowledge, Skills, and Abilities
  • Knowledge of petroleum terminal operations, bulk liquid storage systems, and material handling.
  • Knowledge of leadership, workforce planning, budgeting, and operational management principles.
  • Knowledge of applicable environmental, health, and safety regulations.
  • Strong leadership, coaching, and employee development skills.
  • Excellent communication, organizational, and interpersonal skills.
  • Ability to analyze operational data and implement continuous improvement initiatives.
  • Ability to prioritize multiple projects in a fast-paced operational environment.
  • Proficiency in Microsoft Office and terminal management or inventory systems.
  • Ability to respond effectively during emergencies and after-hours operational issues.
  • Strong ability to interpret, apply, and communicate complex federal, state, and local regulatory requirements, permits, and industry standards governing petroleum terminal operations.


Preferred Qualifications:

  • Experience in petroleum terminals, refineries, or petrochemical operations.
  • Working knowledge of South Coast AQMD permitting and environmental compliance.
  • Knowledge of API 650 and API 653 standards for aboveground storage tanks.
  • Experience with emergency response planning and Spill Prevention, Control, and Countermeasure (SPCC) programs.
  • Experience with CMMS or maintenance management software.
