Position: System Chief Information Officer

Position Overview
The System Chief Information Officer (CIO) is a key member of the executive leadership
team responsible for leading Tenor Health Foundation's system-wide information
technology strategy across its growing multi-state healthcare system. Reporting to the
System Chief Executive Officer, the CIO provides strategic and hands-on leadership for IT
operations, cybersecurity, system applications, clinical information systems,
infrastructure, data governance, and technology services.
This executive will play a critical role in supporting organizational growth through mergers
and acquisitions by leading technology due diligence, Transition Services Agreements
(TSAs), post-acquisition integrations, system standardization, and IT service centralization.
The ideal candidate has a proven track record of implementing Meditech Expanse, leading
ERP consolidations, reducing technology costs, improving operational efficiency, and
delivering measurable return on investment while building a scalable technology
environment that supports exceptional patient care, financial sustainability, and long-term
organizational growth.

Key Responsibilities

System IT Strategy and Operations
Provide executive leadership for the development and execution of the system IT strategy,
overseeing infrastructure, cloud services, networking, telecommunications, system
applications, cybersecurity, end-user support, disaster recovery, business continuity, and
managed technology services. Build scalable, standardized IT operations that support
organizational growth and operational excellence across all Tenor Health Foundation
entities.
Mergers, Acquisitions, and System Integration
Lead all technology activities related to mergers, acquisitions, affiliations, and
organizational expansion, including technology due diligence, Transition Services
Agreements (TSAs), infrastructure assessments, post-acquisition integrations, and system
standardization. Develop repeatable integration processes that enable efficient onboarding
of newly acquired hospitals and physician practices.
Clinical Technology and Digital Health Solutions
Provide executive leadership for system clinical technologies, including Meditech Expanse
and other EMR platforms, system applications, ERP systems, interoperability initiatives,
and clinical integration projects. Partner with physicians and operational leaders to
improve clinical workflows, enhance provider efficiency, integrate legacy and enterprise
systems, and implement technology solutions that improve patient outcomes and
organizational performance.
Technology Innovation and Financial Stewardship
Develop and manage system wide IT operating and capital budgets across multiple
facilities while identifying and implementing emerging technologies that improve
operational efficiency and deliver measurable business value. Lead financial turnaround
initiatives by optimizing technology investments, consolidating vendors, reducing operating
expenses, and ensuring technology solutions support organizational objectives and
demonstrate measurable return on investment.
Cybersecurity, Compliance, and Risk Management
Lead the organization's cybersecurity strategy through comprehensive security
governance, regulatory compliance, disaster recovery, business continuity planning,
vulnerability management, identity and access management, and incident response.
Ensure compliance with HIPAA, HITECH, CMS, Joint Commission, and all applicable
federal and state regulations.
Vendor Management and Strategic Partnerships
Lead the negotiation and management of system technology contracts, managed service
providers, software vendors, cloud providers, cybersecurity partners, telecommunications
providers, and strategic consulting relationships. Establish service level expectations,
governance processes, and performance metrics that ensure accountability, operational
excellence, and fiscal stewardship.
Executive Leadership and Stakeholder Engagement
Serve as a trusted advisor to executive leadership and the Board of Directors by providing
strategic guidance on technology investments, cybersecurity, system initiatives, and
acquisition activities. Build collaborative relationships across clinical, operational,
financial, and administrative leadership while driving organizational change and
technology adoption throughout the system.

Requirements

Qualifications
• Minimum of 10 years of progressive executive healthcare IT leadership experience
within hospitals, health systems, integrated delivery networks, or skilled nursing
organizations, including experience supporting multi-state healthcare operations.
• Proven success leading mergers and acquisitions, including technology due
diligence, Transition Services Agreements (TSAs), post-acquisition integrations, and
system IT standardization.
• Demonstrated experience implementing and supporting system Electronic Medical
Record (EMR) platforms, with Meditech Expanse required and Athena and Oracle
Cerner preferred, along with experience leading Enterprise Resource Planning (ERP)
implementations and system application consolidations.
• Experience developing and managing system IT operating and capital budgets
across multiple facilities while driving financial turnaround initiatives, optimizing
technology investments, reducing operating costs, and delivering measurable return
on investment.
• Strong knowledge of healthcare IT infrastructure, cloud technologies, cybersecurity,
system architecture, interoperability, legacy system integration, disaster recovery,
business continuity, system data governance, and healthcare regulatory
requirements.
• Proven executive leadership delivering large-scale, system technology programs,
including EHR implementations, ERP deployments, infrastructure modernization,
cybersecurity initiatives, and acquisition integrations-on time, within budget, and
with measurable operational, clinical, and financial outcomes.
• Experience negotiating complex technology contracts, managing strategic vendor
partnerships, software licensing, managed services, and system technology
procurement.
• Strong understanding of healthcare regulations, including HIPAA, HITECH, CMS,
Joint Commission, and applicable federal and state requirements.
• Strong understanding of healthcare delivery and clinical workflows, with
demonstrated success identifying operational and clinical challenges and
leveraging technology to improve quality of care, patient safety, clinician
satisfaction, workflow efficiency, and organizational performance.
• Exceptional executive leadership, strategic planning, stakeholder engagement,
communication, relationship-building, and change management skills with the
ability to influence multidisciplinary teams across a complex healthcare system.

Education
• Bachelor's degree in Information Technology, Computer Science, Healthcare
Informatics, Business Administration, or a related field required.
• Master's degree in Information Technology, Computer Science, Healthcare
Informatics, Business Administration, Healthcare Administration, or a related field
strongly preferred.

Physical Requirements and Work Environment
• Ability to perform work in a professional office environment with prolonged periods
of stationary work.
• Ability to travel regularly to support multiple facilities, acquisitions, vendor
relationships, and other business needs.
