SummaryYou will serve as the Deputy Associate Regional Director-Lands and Planning with the Lands and Planning Division of the National Capital Regional Office in Washington, D.C. You will provide management and policy direction for all program areas of the Office of Lands and Planning.

Some of the major duties you will perform include but are not limited to the following:
- Manages the Environmental Compliance (NEPA), Environmental Systems Management, Planning and Geographic Information Systems Programs.
- Executes written and verbal direction to make changes or adjustment required.
- Provides leadership in emphasizing overall direction for division activities.
- Plans and directs new area studies, park protection for adjacent land use and land resources management, environmental compliance, land acquisition and right of way administration, and non-budgetary legislation.
- Directs the study, analysis and preparation of development projects, transportation projects, proposed by private and public entities adjacent to parklands are mitigated through active participation in relevant state or local planning processes to protect park resources and the Federal interest.
- Compiles program budget needs, communicates these needs and is responsible for allocating and tracking monies.
- Serves as a regional liaison for park projects seeking approval at National Capital Planning Commission and the Commission of Fine Arts.
QualificationsAll qualifications must be met by the closing date of this announcement - 10/14/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications:

To qualify for this position at the GS-14 grade level:
Experience: To qualify, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as demonstrated experience: 1) Presenting and defending project proposals/designs (i.e., planning, zoning, historic preservation, or design review commission) to achieve park objectives; 2) Designing public facilities or landscapes towards park preservation; 3) Guiding work conducted by architects or landscape architects to ensure project is within scope; 4) Establishing direct, collaborative relationships with elected and appointed officials of state and local governments; 5) Negotiating with federal, state, and local officials on proposed projects and policies, involving land development or preservation, property exchanges or acquisitions, roads and trails, or resource protection.

Physical Demands: The work is sedentary and can be stressful in that the incumbent is often confronted with short deadlines, conflicting and rapidly shifting priorities, and the requirement to resolve conflicting viewpoints. Work requires travel, some walking, bending, standing, climbing, hiking and carrying gear/equipment associated with on-site field work. Frequent public contacts, attendance at conferences and planning meetings involve travel by all means of transportation throughout the NCA, to other Regions, and the Washington Office. Normal work duties will include occasional meetings and other responsibilities carried out on evenings and weekends. A healthy constitution is required, although little physical labor is involved.
Working Conditions: Work is performed primarily in offices and meeting rooms. Field trips may involve site visits to project areas. Travel to park units entails exposure to a variety of climates and environments.
Telework: The duties of this position are suitable for telework only during an emergency or natural disaster.
