Full Job Description
Position Summary

The Supervisor, Capital Projects contracts is responsible for formation, negotiation and administration of contracts with EPCs, constructors and other key services providers across a portfolio of capital projects. This role serves each company project as the contract administrator and interface for all prime Contracts and supporting company Exhibit documents, and works directly with the selected EPC contractor(s) counterparts.

This position combines contract management, project execution, and EPC delivery assurance leadership to establish and maintain effective performance with key partners.

The role partners with Capital Project Supply Chain Directors and Managers, Project Managers, Project Controls, Legal, Finance, and Owner's Engineer to coordinate and administer EPC services to ensure successful execution.

Serves as custodian and subject matter expert on the master service agreements and project specific Contract documents - providing hands-on guidance to project teams regarding both company and EPC deliverables, obligations and risks to project delivery.

Key Responsibilities

Project & Portfolio Delivery Support
  • Own prime EPC master agreement and Project Scopes: develop and manage execution of key contract Scopes and related exhibits for each project:
    • Support project team to develop and finalize baseline EPC documents
    • Partner with project controls to effectively manage change and revisions to core Exhibits and contract Attachments (Deliv Lists, Milestones, Targets etc)
    • Participate in ongoing project status meetings; review project reports and correspondence to assess and identify any issues or risks
    • Establish and maintain effective correspondence register
    • Identify and advise needed actions for commercial risks and provide immediate support for individual projects to mitigate priority issues
    • Proactively engage EPC partners to identify issues early, and collaborate with project leadership to ensure corrective action, recovery plans where needed
    • Work closely with Owners Engineer for assurance of EPC contract duties

EPC Contracting - Full Contract Lifecycle Management
  • Serve as contract administrator for EPC prime contracts in the portfolio, including negotiation, execution, and performance of contract management tasks.
  • Support definition of project contractual framework, Work Breakdown Structures (WBS) and commercial model - i.e. 'Should Cost Model' for each class of project; NTE Target Price, progressive EPC, open-book Estimate, Cost+ subcontracting, etc.
  • Lead timely Negotiation and formation of project Scopes and supporting core documents; to ensure effective KickOff of EPC services to meet project schedule
  • Negotiate market-competitive outcomes for portfolio MSAs, Project Scopes/Work Orders and key EPC subcontracts
  • Negotiate and administer Contract performance targets and steward details of project specific incentive / gainshare models with EPC partner
  • Lead contract negotiations, change or claims management and dispute resolution.
  • Strong commercial support to Controls for review and negotiation of changes, baselines and EPC cost validation.
  • Provide EPC contract status for performance reviews and stakeholder meetings; Drive accountability for supplier performance, including corrective actions and escalation management
  • Monitor and drive contract completion and related closeout activities.
  • Partner with Legal to structure and finalize complex commercial agreements and mitigate contract risk. Ensure adherence to legal, regulatory, and company policy.

Long Lead and Critical Procurement
  • Assist company or EPC long lead purchasing activities, to ensure major equipment purchase order delivery terms are consistent and in conformance to EPC contract
  • Track completion of any company obligations related to furnished items.

Safety & Operational Excellence
  • Promote a strong safety culture across all procurement and supplier activities.
  • Ensure suppliers adhere to contract safety standards and proactively address risks.

Basic Qualifications
  • Bachelor's degree in Supply Chain, Business, Engineering, Finance, or related field (or equivalent experience).
  • 8 to 10+ years of experience in capital projects, supply chain, and EPC contracting.
  • Minimum 5 years of experience leading commercial negotiation and post-award management of prime EPC, DesignBuild, or EP/Cm contracts.
  • Broad subject matter expertise in key project disciplines; capable and experienced in developing and producing work Scopes, technical deliverables and other company documents required for the EPC Work Orders.
  • Demonstrated experience managing complex, high-value contracts (+$100M).
  • Strong negotiation, contract management, and supplier governance experience.
  • Proven ability to influence senior leadership and drive cross-functional alignment.

Preferred Qualifications
  • Experience within energy, utilities, infrastructure, or large industrial environments.
  • Direct experience administering EPC models used in electrical industry projects: Cost+, hybrid, Target Price/NTE, and open-book Estimate & Procurement.
  • Experience managing portfolios within a PMO or centralized project organization.
  • Experience with validation of Open Book Estimates and Procurement cost Audit
  • Experience with SAP, Coupa or similar procurement systems.
  • Professional certifications such as CPSM, PMP, or Lean Six Sigma.
  • Advanced analytical, financial modeling, and commercial evaluation skills.
