Position Overview
The Subcontracts Manager will lead the development, negotiation, administration, and management of complex subcontracts supporting Hanwha Defense USA's production, engineering, and service-related defense programs. This manager will serve as a key member of the Procurement organization, responsible for subcontract strategy, supplier engagement, compliance with FAR/DFARS requirements, and ensuring subcontractor performance across U.S. and international suppliers.
This role begins as an individual contributor with the expectation of future team growth as HDUSA expands its defense manufacturing and program portfolio.
Essential Duties and Responsibilities
• Lead the full subcontract lifecycle-including planning, solicitation, negotiation, award, administration, modifications, and closeout-for production, development, engineering, and service-related subcontracts.
• Draft, negotiate, and manage subcontract agreements with both U.S. and international suppliers, ensuring alignment with program requirements, schedule, cost targets, and technical obligations.
• Ensure flow-down and compliance with FAR, DFARS, ITAR, and customer-specific contract requirements, including management of data rights, export considerations, and security-related obligations.
• Partner closely with Program Management, Production, Engineering, and Finance to align subcontract strategies with program milestones, production needs, and cost/schedule constraints.
• Support proposal activities, including subcontractor RFP development, cost/price analysis, supplier evaluations, and negotiation planning.
• Manage supplier performance, including schedule adherence, contract compliance, quality issues, technical deliverables, and risk mitigation activities.
• Support long-term supplier relationships and strategic sourcing initiatives to strengthen supply chain capability and competitiveness.
• Coordinate with legal, compliance, and export control stakeholders to resolve contractual, regulatory, or commercial issues.
• Conduct cost/price analysis, evaluate subcontractor proposals, and recommend negotiations and award decisions based on risk, value, and compliance considerations.
• Administer and monitor subcontract modifications, change orders, claims, and amendments.
• Maintain subcontract documentation and reporting to ensure audit readiness and compliance with internal and external requirements.
• Provide inputs and oversight for CPARS-related data, subcontractor performance metrics, and supplier scorecards.
• Support the development of processes, templates, and subcontract management practices as part of building a scalable subcontracting function.
• Perform other related duties as assigned.
Qualifications
• Strong working knowledge of FAR, DFARS, defense contracting practices, and flow-down requirements.
• Experience managing subcontractors, including culturally diverse suppliers and complex technical relationships.
• Ability to negotiate subcontract terms, pricing, schedules, intellectual property considerations, technical data rights, and quality/compliance requirements.
• Experience managing subcontracts supporting production, engineering/development, and technical services.
• Strong analytical skills including cost/price analysis, proposal evaluation, and risk assessment.
• Excellent communication and interpersonal skills with the ability to work effectively across cross-functional teams.
• Ability to manage multiple priorities in a fast-paced defense program environment.
• Experience working in a manufacturing, defense, aerospace, or complex engineering environment preferred.
Education and Experience
• Bachelor's degree in Business, Supply Chain, Engineering, or a related field.
• 5-10 years of subcontract administration or procurement experience within the defense industry.
• Experience with cost-type, fixed-price, and other subcontract forms commonly used in defense contracting.
Other Requirements
• Must be a U.S. person due to access to controlled information.
• Occasional domestic and international travel required.
