Summary:
HII Mission Technologies is seeking a talented Subcontracts Manager to join our team. This individual will oversee, mentor, and manage a team of subcontracts professionals performing cradle-to-grave subcontract administration. The role includes responsibility for day-to-day subcontract activities in support of a Business Group, including proposal support, issuance of new subcontracts and modifications, coordination of purchase orders, resolution of subcontract at-risk and funding issues, evaluation of subcontractor performance, and maintenance of subcontract files to ensure compliance with CPSR and SOX requirements. The selected candidate will have a general understanding of the Business Group's line of business and an appreciation of the financial and analytical aspects of profit and loss. This position offers the flexibility to work remote.
Primary objectives include developing the team and working collaboratively with internal business leaders (e.g., Business Group Presidents, Operations VPs, Program Managers, Business Development, Contract Administrators, Pricing, Project Control Analysts, etc.) on pre- and post-award subcontracting actions. The goal is to capture business requirements, conduct market analysis, and develop sourcing strategies and plans that deliver best-in-class value to the organization.
What You Will Do:
• Lead and manage a team of subcontract administrators; mentor and train staff in cradle-to-grave subcontract management.
• Supervise, develop, and manage staff by setting goals and objectives and supporting employees in meeting them.
• Build strong relationships with internal business owners to understand business objectives and requirements supporting proposals and subcontract performance.
• Identify solutions to business needs within the framework of a CPSR-approved system.
• Use a risk-based approach to develop sourcing strategies and negotiate contract language.
• Prepare subcontract agreements and related documents, including facilitating and/or supporting negotiations and execution of contract documents.
• Obtain required approvals from Legal, Compliance, IT, Security, the requesting business area, and other internal stakeholders as needed.
• Proactively monitor and manage expiring contracts to prevent lapses in coverage, and mentor the team to do the same.
• Build and maintain external vendor relationships for key subcontractors.
• Provide input to Strategic Sourcing policies and procedures.
• Respond to contract audit reviews and satisfy related reporting requirements.
What We're Looking For:
• 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
• Knowledge of the FAR, DFARS, GSA Schedules, IDIQ vehicles, and applicable procurement laws and regulations
• Strong relationship-building and relationship-management experience
• Excellent time management, organizational, and prioritization skills
• Positive, flexible approach to business management with willingness to take on new tasks and assignments
• Ability to manage multiple stakeholders and competing priorities
• Ability to manage multiple tasks simultaneously
• Strong interpersonal and written/verbal communication skills
• Demonstrated time-management skills
• Ability to work under time pressure and meet deadlines
• Ability to travel up to 10%, as needed
Preferred Experience:
• Strong knowledge of CostPoint
• Active security clearance is a plus.
• 10+ years of relevant experience in procurement and subcontract administration with federal government contractors
