Full Job Description
Responsibilities

The individual will be responsible for subcontract administration support, including pre- and post-award subcontract administration within an internal subcontracts team and maintain responsibility for soliciting and administering subcontracts and modifications. This role involves supporting multiple proposals/programs with multiple contract type subcontracts (CPAF, CPFF, T&M and FFP), developing and issuing Requests for Proposals (RFPs), receive, review and negotiate subcontractor proposals, negotiating subcontract terms and conditions including estimated cost/price, delivery, quality and performance requirements, performing price analyses, preparing a compliance procurement folder that adheres to all Government and Corporate requirements, providing subcontract advice and counsel to program managers, engineering personnel and other related functions such as finance, quality and contract administration, and performing subcontract close-out.

Responsibilities of the position include but are not limited to:
  • Partner with the Program to collaborate on creative sourcing approaches for various types of procurements under tight timelines.
  • Prepare RFPs and solicit bids from qualified suppliers, ensuring clear specifications, terms, and conditions. Evaluate supplier proposals and negotiate pricing, delivery schedules, and contractual terms to secure the best value for Arcfield's customers.
  • Ability to analyze and evaluate single/sole-source and competitive bids, negotiate pricing/schedule and/or terms and conditions, while working closely with the Program and Finance teams to issue compliant Subcontract Agreements.
  • Actively manage subcontractor performance through consistent communication to ensure proper adherence to subcontract terms and conditions.
  • Successful candidate will be able to work quickly while balancing multiple priorities while applying creative approaches to meet Program schedule while forming a network within Arcfield and within our supply base and must possess strong communication and writing skills, as well as the ability to form strong, collaborative relationships with a network of colleagues and suppliers.

Qualifications

Basic Qualifications:
  • 8+ years of professional full-time experience with Bachelor's degree; or 6+ years of professional full-time experience with Master's degree.
  • Prior Government procurement/subcontract experience.
  • Experience with evaluating and negotiating terms and conditions to identify and mitigate risk based on subcontract award type, commodity, and anticipated award value.
  • Experience with evaluating source justifications to ensure compliance with the subcontract award type.
  • Ability to prioritize multiple responsibilities and/or accomplish them simultaneously.
  • Experience working in Deltek Costpoint to issue quick-turn procurements for varying contract types and at varying dollar value thresholds.
  • Must be proficient in basic office software applications (such as Word, Excel, Outlook, and Sharepoint.


Preferred Qualifications:
  • Working knowledge of U.S. Government contracting and the Federal Acquisition Regulation (FAR)/Defense Federal Acquisitions Regulation Supplement (DFARS) is required.
  • The ability to produce CPSR compliant procurement files, as well as accountability for compliant files in a quick-turn, complex environment.
  • Experience using Deltek Costpoint to issue compliant purchase orders.
  • Experience working competitive and non-competitive procurements with multiple contracting formats.

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories.
