Job Summary

This role will manage the Sourcing process and Sourcing Specialists/Contract Admins tied to all clinical categories including products, services and capital. Manage strategic relationships with departments and suppliers/partners. Experience with the procurement and RFP/RFQ process for goods and services related to clinical categories. Experience and understanding of distribution and GPO contracting. Understanding of Texas HUB rules and compliance requirements. State certified for Texas State Procurement or willingness to become certified within 18 months. Ability to lead a team, work well in a team setting and foster solid relationships with departments/end users to ensure high reliability on Supply Chain. This will be a hybrid position with more than 50% in office.
Job Duties
  • Supervises assigned sourcing staff to ensure a quality service is provided to customers and is responsible for the coordination of day to day sourcing activities.
  • Under limited supervision, performs hiring and orientation of new staff.
  • Responsible for training new staff including the continuing education and development of existing sourcing team members.
  • Conducts regular performance reviews with each team member and provides coaching and guidance on subsequent sourcing methodology activities.
  • Conducts oversight and evaluation of all governance checkpoints in the Sourcing Methodology and completes proper documentation of performance in regards to the Sourcing Methodology. Develops procurement strategies for the assigned subcategories.
  • Follows trends and researches and identifies strategies, and implements modifications and improvements of processes and operations.
  • Implements and communicates strategic sourcing strategies for suppliers.
  • Identifies cross-functional teams for new sourcing initiatives. Coordinates various cross-functional meetings and represent sourcing in system discussions and committee meetings. Acts as a liaison between Purchasing and departments (such as AP, IR, HR, Clinics, etc.).
  • Reviews and validates sourcing opportunities. Analyze spend and drafts high-level business justification for project governance consideration.
  • Assist in developing savings tracking for various spend categories.
  • Captures all savings (direct and indirect) from sourcing initiatives. Leads strategic sourcing process, which is a comprehensive and rigorous process to select the best supply source for a given supply need. Develops detailed work plan for sourcing initiatives, including the project plans, communication plans and implementation plans.
  • Defines and provides direction to customers on contracted items and appropriate purchasing method.
  • Assist with the legal review and approval of contracts and executes contracts in contract management tool. Manages the supplier communication and supplier relations during sourcing process to ensure all stakeholders receive a high level of service.
  • Performs other duties as assigned.
Experience and Education
  • Bachelor's degree in related field and seven (7) years of progressive managerial experience leading purchasing, strategic sourcing and vendor performance functions.
  • Three (3) years supervisory or lead experience strongly preferred..
  • C.P.M., C.P.P.O., or CTPM certification is preferred but must be obtained within 18 months in position.
