Minimum qualifications:
  • Bachelor's degree in Business, Economics, Finance, Public Policy, Real Estate, Law, or equivalent practical experience.
  • 6 years of experience in site selection, economic development, corporate real estate, tax incentive structuring, or commercial agreement negotiation within a corporate or consulting environment.

Preferred qualifications:
  • Experience managing site selection and economic development for large-scale, capital-intensive infrastructure (e.g., hyperscale data centers, energy, or industrial manufacturing).
  • Experience participating in high-stakes negotiations with state/local economic development agencies, municipal authorities, and other taxing authorities.
  • Strong background in indirect taxes (e.g., sales and use, property taxes, PILOT structures), statutory incentive compliance, financial modeling, and executive-level and community stakeholder presentations.
  • Excellent written, problem-solving, and communication skills with the ability to influence cross-functional leadership and external partners.
  • Willingness and ability to travel up to 25% as needed for on-site negotiations and community stakeholder meetings.

Within DCID, the Data Center Market Development (DCMD) organization leverages market analysis, public policy, partnerships, and economic development expertise to deliver data center capacity. The Economic Development team strategically structures incentives and community agreements to ensure Google's infrastructure investments are economically viable, resilient, and mutually beneficial.

As a Strategic Negotiator on the Economic Development team, you will play a pivotal role in expanding and scaling Google's global technical infrastructure. Our team secures the statutory incentives, tax agreements, and community partnerships required to develop and operate sustainable data centers globally.

In this role, you will lead high-complexity economic development workstreams conducting statutory due diligence, structuring durable incentive packages, and negotiating multi-party agreements. You will collaborate cross-functionally and partner with external public stakeholders to mitigate operational risk, optimize total cost of ownership (TCO), and build long-term value for host communities.

Individual pay is determined by factors including job-related skills, experience, and relevant education or training.

US: $150000 - $217000 (USD) 15% bonus target equity benefits

Responsibilities
  • Participate in end-to-end negotiation of complex, multi-party economic development incentive agreements and statutory programs with state and local government entities.
  • Conduct comprehensive tax due diligence, financial modeling, and statutory analysis to quantify incentive value and optimize site-level Total Cost of Ownership (TCO).
  • Partner closely with Data Center Investment and Development, Energy, Legal, Tax, Public Policy, Government Affairs, and Data Center Operations to evaluate project requirements, manage regulatory risks, and align portfolio-wide strategies.
  • Monitor macroeconomic policy shifts, indirect tax developments, and emerging regulatory trends to establish best practices and enhance negotiation playbooks.
  • Track, analyze, and report on key portfolio metrics, milestone commitments, compliance obligations, Objectives and Key Results (OKRs), and Key Performance Indicators (KPIs).
