ROLE SUMMARY

This position will be fully accountable for 24x7x365 campus management, oversight, and delivery of maintenance services in support of the Research & Development organization at the Groton, CT site comprised of 2.3M SQFT supporting a campus occupancy of ~2,200 colleagues and contractors. The site has the greatest concentration of specialty labs in the R&D network consisting of small molecule clinical manufacturing, GxP and non-regulated laboratories, vivarium, technical space (central utility plant) and office workspace facilities. Nearly every breakthrough therapy in the pipeline passes through Groton facilities and processes. The incumbent safely provides reliable site infrastructure to support research at a minimum cost to maximize funding for science. The incumbent also implements site efforts to identify, develop, implement and manage reliability-based maintenance function(s), asset management, and provides technical and engineering oversight of the campus and facility infrastructure, systems and equipment services.

This position will manage the outcomes of work performed by colleagues as well as supplier(s) responsible for facility maintenance and operations while providing oversight and direction for resources supporting projects from concept through turnover. This position will have budgetary responsibility for site operations, expense projects, scheduling, and must manage the campus facilities to ensure assets are maintained in a manner that supports critical business objectives. A close working relationship with research colleagues and internal and contracted resources will facilitate the development of facility requirements, analysis of needs, recommendations, and execution of plans and options that align with overall Global Workplace Experience (GWE) objectives and goals.

As a member of the GWE Site Leadership team this role will also ensure compliance to Pfizer internal and external regulatory requirements for GWE directed work performed on asset/systems and collaborate with key stakeholders to monitor risk, assist with operations, Business Continuity, and Crisis Management.

ROLE RESPONSIBILITIES
  • Ensure the outsourced service provider maintains and operates the campus facilities in a manner that maximizes the productivity of personnel in laboratories and support spaces. Provide technical support and troubleshooting as needed for HVAC, utility, and control systems to minimize unplanned interruptions.
  • Ensure that the supplier's preventive maintenance program is optimized to meet the needs of the business. Review and approve scheduled shutdowns.
  • Responsible for relationship management with senior stakeholders at site to ensure infrastructure and services support and facilitate the full range of business operations while ensuring enterprise needs are aligned and balanced against local business needs and constraints.
  • Implement engineering, EHS and security strategies, policies, standards, and guidelines at the site level.
  • Ensures proper protocols are followed to maintain compliance with equipment, facility, automation, and asset management infrastructure.
  • Responsible for the interface with executive managers of key contract partners to ensure appropriate governance, service performance and value and efficiencies are delivered at the local level.
  • Identify opportunities for improved site-level service delivery from providers through innovation, technology, and processes.
  • Chair or otherwise, lead a site level operations team to include key stakeholders, business partners, and contract partners.
  • Track and monitor performance metrics and indicators for the site.
  • Report performance and executive level decisions or interventions to ensure compliance with the contract terms.
  • Deploy compliance processes locally. Identify/escalate operational risks to governance teams to drive the organization to meet highest standard of ethics and compliance while managing risk.
  • Teach and coach internal team members and service partner leadership on facilities management service excellence principles, techniques, and behaviors.
  • Embed a culture of innovation, continuous improvement, and customer focus while creating strong teamwork between GWE, its service partners, and its customers.
  • Financial savvy with a command of pricing and profitability, working all aspects of the P&L to deliver viable business propositions and support the purchasing SME and site teams in the vendor contract procurement process.
  • Manages approved operational budgets. Ensures maintenance for equipment, facilities, and systems is performed to keep operations optimized. Responsible for the documentation of facility modification processes and change control.
  • Ensure that compliance requirements and risks associated with site infrastructure and service delivery are identified and appropriately managed and/or mitigated and continuous improvements are made to site environmental sustainability.
  • Support the successful delivery of all capital/revenue projects across the site including infrastructure, business driven, or workplace initiatives by means of internal and third-party resources.
  • Ensure capital project delivery support is appropriately prioritized to mitigate business and EHS risk, support Pfizer business strategy and improve the site environmental sustainability.
  • Duty Holder for external license or statutory duty holder requirements in GWE areas of responsibility (e.g., EHS, engineering, security etc.)
  • Act as the Duty Holder for High Severity Hazards, such as asbestos, high voltage electricity, steam systems and water systems (legionella). Ensure legal and corporate compliance with national and local legislation as well as with corporate Pfizer standards.
  • Ensure compliance with all GEHS, Engineering, Environment and Risk Management policies and procedures at the site level.
  • Responsible for all maintenance contractors to ensure compliance with national, local and Pfizer standards.
  • Act as mediator and decision maker in the resolution of disputes associated with delivery of services at the regional and site level.
  • Manage service vendor compliance adherence and identify/escalate service risks to governance teams to drive the organization to meet the highest standard of ethics and compliance while managing risk.
  • Interacts with various internal groups to ensure regulatory and compliance systems and processes are implemented.
  • Provide guidance, support, and goals for service teams responsible for delivering services to sites / region.
  • Organized and driven approach to managing projects, team members, etc. to establish and deliver on key initiatives and performance targets.


BASIC QUALIFICATIONS

Education and Experience:
  • Degree in Engineering, or related field or equivalent existing job experience is required.
  • A minimum of 7 years' experience in management and/or facilities management, facility maintenance, or operations. Experience can be an accumulation or combination totaling 10 years on the job experience.
  • Minimum of 5 years in a leadership role including budget, financial management, and services provisioning.
  • Must have demonstrated ability to lead diverse teams in a matrix organizational structure/environment.
  • Must have experience in OSHA and EHS facility operational requirements.
  • Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.


Technical Skills Requirements:
  • In-depth knowledge of building and facility mechanical, electrical, plumbing, and support systems and equipment.
  • Comprehensive knowledge of maintenance practices and processes.
  • Ability to prepare and present business-related documentation to management, colleagues, consultants and non-company officials
  • Possess a broad understanding of contract administration and business principals
  • Possess broad analytical and problem-solving skills
  • Understanding of Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) and the ability to work with business line customers/colleagues to establish and collect meaningful metrics
  • Ability to generate and provide data for the forecasting of both capital and operating expense budgets
  • Skilled proficiency with the Microsoft Office Suite including PowerPoint, Excel, and Word
  • Proficiency in financial management applications and CMMS (Computerized Maintenance Management System) systems preferred

PHYSICAL/MENTAL REQUIREMENTS

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraints. NON-STANDARD WORK SCHEDULE, TRAVEL OR ENVIRONMENT REQUIREMENTS
  • Day shift with occasional after hours or weekend response for onsite support associated with facility incidents or excursions or planned shutdowns for maintenance and/or capital and expense project execution
  • Respond as required to the site in support of business continuity, emergency events, and off-shift schedules
  • Entry and work in laboratories, vivarium, mechanical/electrical rooms, central utility plants, maintenance shops, shipping and receiving and service corridors. While working in these areas, strict adherence to gowning procedures and personal protective equipment will be required as applicable.
  • General safety knowledge and awareness expected in office, laboratory, and manufacturing environment


Work Location Assignment: On Premise
The annual base salary for this position ranges from $139,100.00 to $231,900.00. In addition, this position is eligible for participation in Pfizer's Global Performance Plan with a bonus target of 17.5% of the base salary and eligibility to participate in our share based long term incentive program.
