Full Job Description
ProLog, Inc. is seeking a Site Operations Manager for Warehouse Operations to direct physical logistics, warehousing, inventory management, and distribution functions supporting the U.S. Army Aviation and Missile Command (AMCOM) Logistics Center (ALC) at Fort Bliss, Texas. The Site Operations Manager will provide direct leadership over a 16-person warehouse and material handling workforce. This position is directly responsible for ensuring all physical supply operations-including receiving, MRO processing, inventory control, property accountability, packaging, COSIS, HAZMAT storage, and shipping-comply with strict Army regulations, OSHA standards, and PWS Acceptable Quality Levels (AQLs).

Key Responsibilities

  • Provide dedicated, onsite leadership and operational management for all physical warehousing, storage, and material management operations at Fort Bliss, TX.
  • Direct daily execution of warehouse tasks under PWS 3.1 and 3.6.4, including materiel receiving, stock positioning, order fulfillment, packaging, shipping, and turn-ins.
  • Supervise a team of 16 Logistics/Warehouse Specialists, managing shift schedules, workload distribution, performance, safety, and training.
  • Ensure strict adherence to high-priority processing standards, including 4-hour processing for Non-Mission Capable Supply (NMCS), Issue Priority Group (IPG) 1, and JCS requisitions.
  • Oversee Document Identifier Code (DIC) processing, ensuring D4/D6 receipts are completed within 8 hours and standard receipts within 24 hours.
  • Maintain 100% property accountability and care of Government Furnished Equipment (GFE), Government Furnished Material (GFM), and facilities IAW AR 735-5 and FAR Part 45.
  • Oversee Care of Supplies in Storage (COSIS), shelf-life management, cyclic physical inventory counts, and First-In, First-Out (FIFO) issue procedures (
  • Enforce 100% compliance with local, Army, and OSHA hazardous material (HAZMAT) storage, handling, packaging, and disposal regulations.
  • Direct Material Handling Equipment (MHE) and forklift operations, ensuring operator licensing, routine maintenance, and safety inspections are maintained.
  • Monitor warehouse operations against Quality Assurance Surveillance Plan (QASP) metrics, conducting regular internal audits and self-inspections.
  • Coordinate daily with Fort Bliss installation transportation, local logistics readiness centers, freight carriers, and Government quality assurance personnel.
  • Maintain facility security, physical asset protection, key control, and housekeeping standards IAW AR 190-13 and AR 385-10.
  • Oversee the accurate entry and transaction processing in Army STAMIS systems, including LMP and GCSS-Army.
  • Manage site-level workforce administration, timekeeping, safety briefings, incident reporting, and continuous operational improvement.


Required Qualifications

  • Bachelor's degree in Logistics Management, Business Administration, Data Analytics, Operations Research, or a related field.
  • 7 or more years of experience in supply chain analysis, advanced data analytics, or leading technical/analytical teams.
  • 3 or more years of direct leadership/management experience in a Department of Defense (DoD) or U.S. Army environment.
  • Proven leadership, interpersonal, analytical problem-solving, and communication skills.
  • Demonstrated ability to lead technical teams supporting complex supply chain or defense analytics programs.
  • Must possess or be eligible to obtain and maintain a SECRET security clearance eligibility.


Preferred Experience

  • Experience managing high-volume Army Supply Support Activities (SSAs) or depot warehouse operations.
  • Certified in OSHA Material Handling Equipment (MHE) operation and HAZMAT handling/storage (DA PAM 710-2-2 / DOT).
  • Hands-on proficiency with Army logistics IT systems including LMP, GCSS-Army, and STAMIS.
  • In-depth knowledge of Army Property Accountability policies (AR 735-5, AR 710-2, AR 740-26).
  • Direct experience supporting Army aviation or Class IX repair parts supply management.

  • Current SECRET security clearance eligibility.
