In this role, you will serve as a Marketspace Project Manager for Castings & Forgings working at the center of supply chain risk identification, supplier engagement, and industrial base stabilization efforts. You will lead the design, analysis, and delivery of innovative Acquisition Management solutions. This role involves strategic planning and hands-on analysis, collaboration and facilitation to address customer Acquisition Management needs. You will collaborate with Navy program offices, shipbuilders, and suppliers to improve capacity, reduce lead times, and mitigate systemic risks impacting submarine production.

Team Submarine's Submarine Program Offices are responsible for the acquisition and lifecycle management of the U.S. Navy's submarine fleet, including the COLUMBIA Class program-a major defense acquisition effort of significant national importance.
The Submarine Industrial Base (SIB) Supply Chain team plays a critical role in enabling the Navy's 1 Columbia + 2 Virginia-class submarine production goal by addressing supply chain constraints, strengthening supplier performance, and investing in industrial base capabilities.
Serco supports the US Navy as prime for SHAPM contract supporting the acquisition of submarines and surface vessels.
In this role, you will:
Marketspace Ownership & Strategy.
- Lead the Castings & Forgings Marketspace strategy supporting submarine construction and sustainment.
- Maintain continuous Marketspace Health Assessments using supply chain performance, demand, capacity, quality, financial and industrial base data.
- Identify systemic risks, sole-source dependencies, foundry and forge bottlenecks, long-lead constraints, and critical material or process dependencies affecting submarine production.
- Develop and execute marketspace strategies that improve industrial base resilience.
- Lead analysis of program and resource requirements to include developing recommendations and final products.
- Direct supplier diagnostic assessments utilizing Value Stream Mapping, Capacity Analysis, RCCP, Spaghetti Diagrams, Gemba Walks and operational assessments across casting, forging, heat treatment, machining and related manufacturing processes.
- Lead development of Supplier Development Fund (SDF) investment recommendations and validate projected ROI through measurable production improvements.
- Coordinate supplier intervention efforts with shipbuilders, NAVSEA Program Offices and industry partners to improve delivery performance, first-pass yield, throughput, capacity and quality across critical casting and forging suppliers.
- Analyze benchmark data to identify trends and make recommendations.
- Utilize Foundry, SCIPR, shipyard procurement data, supplier surveys and industrial analytics to identify emerging risks and develop executive recommendations.
- Develop executive briefings, decision memorandums and strategic communications for Flag Officers, SES leadership and SIB Executive Leadership.
- Assist in managing customer relationships throughout the execution of Acquisition Management projects.
- Coordinate cross-functional teams supporting engineering, manufacturing, logistics, acquisition, contracting and industrial base modernization.
- Lead meeting and workshop preparation and facilitation.
- Develop marketspace performance metrics and dashboards supporting data-driven investment decisions.
- Analyze and direct the development of Acquisition Management data and data visualizations.
- Provide technical leadership supporting STORM framework implementation and continuous refinement of marketspace methodologies.
- Support SIB strategic initiatives including supplier activation, marketspace diagnostics, industrial base audits, qualification and alternate sourcing efforts, and supply chain performance measurement.
- Mentor junior Marketspace Analysts and Project Managers while establishing best practices across the SIB Supply Chain organization.
- Serve as the senior technical advisor for Castings & Forgings Marketspace supporting enterprise-level industrial base planning.
- Plan and execute Acquisition Management analysis and transformation projects to include proposing, planning, and overseeing tasks as needed.
To be successful in this role, you will have:
- Must be able obtain a U.S. (DoW) Secret security clearance.
- Bachelor of Science in Engineering (Mechanical, Industrial, Manufacturing, Materials, Metallurgical, Systems or related engineering discipline).
- Minimum 15 years of progressively responsible experience in engineering, manufacturing, industrial operations, supply chain management, or defense acquisition.
- Demonstrated experience leading cross-functional teams and large industrial modernization initiatives.
- Experience performing supplier assessments, manufacturing diagnostics and industrial capacity analyses in complex manufacturing environments.
- Experience supporting NAVSEA, DoD acquisition programs, shipbuilding, foundry/forging operations or other complex manufacturing environments.
- Senior level expertise in Acquisition Management principles and processes.
- Strong knowledge of Lean Manufacturing, Theory of Constraints, Six Sigma and continuous improvement methodologies; working knowledge of casting, forging, heat treatment, machining and/or special process manufacturing.
- Proven leadership and project management skills.
- Exceptional executive briefing and technical communication skills.
- Excellent communication and analytical abilities and experience in customer relationship management.
- Ability to travel 10%.
Preferred:
- Master's Degree in Engineering, Materials/Metallurgical Engineering, Operations Management or Supply Chain Management.
- Professional Engineer (PE), PMP, Lean Six Sigma Black Belt, ASQ certification or equivalent manufacturing/quality credential.
- Experience supporting the Submarine Industrial Base (SIB), NAVSEA, PEO Submarines or PEO UWS.
- Experience with Supplier Development Fund (SDF), industrial base investment planning, supplier qualification/alternate sourcing and supply chain risk management.
- Experience utilizing enterprise data platforms such as Foundry, SCIPR or equivalent industrial analytics tools.
