Position Description & Qualifications

Serco is seeking a full-time Technical Planner/Coordinator to support the Joint Staff J-7 Deputy Directorate for Joint Training & Exercises (DDJTE), Joint Technology & Simulations Division (JTSD) in Suffolk, Virginia on the Collective Joint Training (CJT) contract. In this role, you will build relationships and collaborate with internal and external government, military, and contractor organizations to plan, coordinate, integrate, test, and execute Modeling & Simulation (M&S), Command, Control, Communications, Computers, and Intelligence (C4I), Database (DB), network, and other technical capabilities supporting Joint and Combined Military Exercises.

This position is on-site in Suffolk, Virginia.

In this role, you will:
  • Serve as the primary technical planning and coordination point of contact for assigned Joint training exercises and events, maintaining continuity from initial planning through execution and After Action Review (AAR).
  • Collaborate with Government, military, contractor, coalition, and partner stakeholders to translate exercise objectives and technical requirements into actionable plans and support activities.
  • Manage and track Joint Event Life Cycle (JELC) technical requirements, schedules, milestones, dependencies, risks, issues, and support requirements throughout all event phases.
  • Coordinate with planners, technical leads, engineers, cybersecurity personnel, intelligence SMEs, system administrators, and other stakeholders to support exercise planning and execution.
  • Develop, integrate, and validate M&S, C4I, database, network, federation, and technical architectures required to support Joint and Combined training events.
  • Coordinate technical connectivity, interoperability, system integration, data exchange, and federation requirements across local, remote, Joint, Service, Combatant Command, agency, coalition, and partner environments.
  • Identify and coordinate personnel, facility, IT, communications, equipment, software, licensing, and other technical support requirements necessary to support exercise objectives.
  • Develop and maintain technical planning products, architecture diagrams, readiness dashboards, schedules, trackers, risk registers, status reports, and other documentation required to support event execution.
  • Develop and coordinate testing strategies, readiness criteria, and technical validation activities, including EFTs, EOTs, RRE/RRTs, interoperability testing, and technical rehearsals.
  • Monitor technical readiness, assess impacts of changing requirements, and provide leadership with status updates, risk assessments, mitigation strategies, and recommended courses of action.
  • Lead technical coordination efforts during exercise execution, including troubleshooting, escalation, and resolution of cross-functional technical issues affecting training objectives.
  • Facilitate technical working groups, synchronization meetings, Hotwashes, AARs, lessons learned, and corrective action activities to improve future event execution.
  • Support JLVC Development, JLVC Modernization, JTSE, JTT, and other M&S/C4I initiatives, while identifying opportunities for process improvement, automation, AI, and data analytics integration.
  • Provide technical training, mentorship, and advisory support to Government customers, contractor leadership, and exercise support personnel, and perform other duties as required.

To be successful in this role, you must have:
  • Bachelor's degree from an accredited institution.
  • 5 years of experience supporting, integrating, planning, coordinating, or operating Joint Live, Virtual, and Constructive (JLVC), Modeling & Simulation (M&S), and Command, Control, Communications, Computers, and Intelligence (C4I) systems in Joint or Combined military exercises.
    • A Master's degree may be substituted for up to two years of the required experience
  • Active Secret clearance with the ability to obtain and maintain a TS/SCI clearance.
  • U.S. Citizenship and possession of a current U.S. Passport or the ability to obtain one.
  • Experience supporting technical planning, integration, testing, coordination, or execution activities within a DoD, Joint, Service, Combatant Command, or comparable operational environment.
  • Experience managing or coordinating technical requirements across multiple organizations, functional areas, and stakeholder groups.
  • Knowledge of Modeling & Simulation (M&S), C4I, database, networking, cybersecurity, intelligence, and system interoperability concepts relevant to Joint training environments.
  • Knowledge of Joint Event Life Cycle (JELC) processes and Joint exercise planning methodologies.
  • Experience developing, documenting, validating, or managing technical requirements, test plans, technical architectures, integration activities, readiness assessments, or related technical planning products.
  • Experience identifying and managing technical risks, dependencies, resource requirements, and corrective actions associated with complex technical environments.
  • Proficiency with Microsoft Office Suite and collaboration, planning, tracking, or knowledge management tools.
  • Ability to travel up to 25% domestically and internationally.
  • Ability to support night, weekend, shift, and extended-hour operations during test events and exercise execution activities.

Additional desired qualifications:
  • Familiarity with Joint Training Synthetic Environment (JTSE).
  • Familiarity with JLVC federation environments, M&S-to-C4I stimulation, Joint training architectures, and distributed/federated training environments.
  • Familiarity with integrating Artificial Intelligence (AI), automation, business intelligence, and analytics capabilities into technical planning and operational processes.
  • Previous experience supporting theJoint Staff J-7, Combatant Commands, Services, Joint training programs, or Joint/Combined exercises.
  • Experience supporting JELC Planning Conferences, IPRs, EFTs, EOTs, RRE/RRTs, and exercise execution.
  • Experience developing or coordinating technical architectures, connectivity plans, M&S-to-C4I interfaces, technical manning plans, test plans, or technical readiness assessments.
  • Experience working with distributed Joint, Service, Combatant Command, coalition, or partner training environments.
  • Knowledge of DoD cybersecurity, information assurance, system accreditation, network access, and classified system requirements.
  • Experience leading or facilitating technical working groups and coordinating multidisciplinary technical teams.
  • Experience with technical requirements management, configuration/change management, risk management, and technical readiness reporting.
  • Previous military, DoD civilian, or DoD contractor experience supporting Joint training and exercise environments is highly desirable.
