Position Description & Qualifications

As theSenior Subject Matter Expert/Functional Area Expert (SME/FAE) in facilities portfolio management with Serco, you will provide technical and analytical expertise to support the evolving needs of the Department of Defense (DoD) Washington Headquarters Service (WHS) in the acquisition and management of its diverse portfolio of facilities space and real property assets.

Daily work is conducted as an integrated team member of the Space Portfolio Division (SPD) of the WHS Facilities Services Directorate (FSD) that performs acquisition and management of a diverse portfolio of over 16 million square feet of office, warehouse, and special use space across the National Capital Region (NCR).

Work location is in the Alexandria/DC metropolitan area.

This position is contingent upon the ability to maintain/transfer an active U.S. Department of Defense (DoD) Secret security clearance.

In this role, you will:
  • Perform high-visibility or mission critical aspects of the SPD client's programs. Independently perform functional duties and oversee efforts of less senior staff.
  • Provide strategic advice, technical guidance, and expertise to program and project staff.
  • In response to client-directed or mission critical challenges, provide creative recommendations for portfolio management improvements or optimization supported by detailed analysis and evaluation.
  • Assist in analyzing and developing improvement options for functions to include human resources, budget development and execution, logistics, facilities management, administrative security, and contract management.
  • Supervise studies and lead surveys to collect and analyze data.

To be successful in this role, you will have:
  • A Master's degree in related technical field.
  • 20 years of total work experience with 10 years of relevant experience supporting the DoD.
  • An active DoD Secret security clearance.
  • Demonstrated knowledge of responsibilities, functions, and operations of all DoD organizations, and ability to work collaboratively with senior executives across Military Departments, DoD organizations, and Executive Branch agencies.
  • Experience in strategy formulation, execution, and DoD resource planning.
  • Expert knowledge of OSD, Joint Staff, and Military Departments functional policies, procedures, and techniques in solving senior management challenges by creating innovative and pragmatic solutions or alternative courses of action.
  • Demonstrated ability to conduct and effectively integrate analyses of a very broad range of highly complex factors into the decision-making process, including accurate assessments of the institutional environment in which policy alternatives will be considered, selected, and implemented.
  • The ability to travel 10%.

Additional desired experience and skills:
  • OSD, Joint Staff, or Military Service Staff experience.
