The Surface Training Systems (STS) Program Office PMS 339 is the OPNAV single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems. Must have an active U.S. Department of War (DoW) Secret security clearance.This position located in Norfolk, VA or Washington D.C with hybrid telework opportunity available.Manages, reviews, and oversees the technical documentation required for Manpower and Training (MPT) Plans derived from modifications, modernizations, and life-cycle maintenance on U.S. Navy surface ships. This position requires communication with numerous Naval Surface Warfare Centers, Navy Maintenance Organizations, SMEs, and other stakeholders to coordinate MPT impacts. Then developing MPT Impact recommendations for the development of comprehensive MPT Plans.
In this role, you will:
- Support the creation, review, and tracking of SCDs needed to install ship alterations and upgrades.
- Interpret complex engineering documentation, including Ship Installation Drawings (SIDs), Bills of Material (BOMs), and ship specification data.
- Liaise with NAVSEA/PAE Maritime program offices, Ship Class Managers, and Government entities.
- Provide training impact feedback to the Ship's Program Manager (SPM) SCD Review Boards (SRBs) for fleet change approvals.
- Support the Integrated Logistics Support (ILS) Certificates (Cert) team with training evaluations.
- Support the Manpower, Personnel, and Training (MPT) Plan development team with training evaluations.
- Provide periodic status reports according to customer format and timeframe.
To be successful in this role, you will have:
- An active DoW Secret security clearance.
- A Bachelor's degree and 5 years' experience with Navy Surface Ships, Navy Training Courses, Navy Ship Availabilities, and Navy Training Systems Plans.
- Functional knowledge of MPT Plans, Navy Training System Plans (NTSPs) and Integrated Logistics Support (ILS) Certificates.
- Technical writing skills.
- The ability to use Microsoft suite.
- The ability to travel 10%.
