This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

POSITION SUMMARY:

This position is accountable for directing, managing, and supervising major scheduling activities, coordinating between schedules and various dependents for the development and implementation of computerized timetables and work programs for Department of Subways operated by the Authority.

The Senior Manager, Subway Schedules leads office-based planning, directing the creation and optimization of computerized train timetables. This role bridges high-level transit policy and field operations, coordinating closely with maintenance, dispatching, and capital construction to deliver reliable, efficient service across the subway network.

RESPONSIBILITIES:

Direct Scheduling Operations:

  • Oversee the development, testing, and rollout of master computerized train schedules and work programs.


  • Manage Staff & Resources: Supervise a team of transit analysts and schedulers in an office environment to ensure accuracy and meet corporate transit goals.


Key Office & Administrative Functions:

  • Data-Driven Optimization: Analyze ridership metrics, on-time performance data, and delay reports to fine-tune headways and run times.


  • Policy Compliance: Maintain adherence to safety regulations, agency standards, and labor agreements regarding train crews.


  • Supervise and direct the development and production of base and supplemental timetables, work programs, and other required material for major service changes. Ensure supplemental timetables and work programs are accurate and prepared in accordance with customer guidelines and within budget constraints.


  • Manage and coordinate liaison and procedures between the Operating Departments and Information Service Department for the development and implementation of base timetables, supplemental timetables and work programs for all lines operated by the Authority. Manage and coordinate the development and implementation of all subway schedule software. Train and supervise all schedule personnel in computerized functions such as timetable production and crew-opting.


  • Assist the Deputy Director in the development and coordination of training programs in the craft of schedule making for the subway schedule staff. Ensure that all timetables are prepared in accordance with loading guidelines and maintain service patterns and connections. Ensure work programs comply with the T.W.U. contract, past practice and budgetary constraints.


  • Supervise and direct the development of various data reports from timetables and work program and the preparation of budget reports and correspondence. Create and distribute electronic files of base timetables, supplemental timetables and supporting materials for use by Service Delivery and outside vendors (i.e.: Google apps etc.)


  • Direct and supervise the collection, analysis and evaluation of traffic and ridership data on transit service and coordinate same with System Data and Traffic. Coordinate and maintain a training protocol for new employees and continued training of all staff. Actively train all new staff in Subway Schedules. Provide necessary guidance to schedule writers in all three squads (IRT, IND and BMT) Improve proficiency in HASTUS software.

  • Reviews invoices and approve them if the work has contractual standards, as applicable


  • Addresses performance issues with the contractor, when possible, as applicable


  • Escalates issues to other parties when needed, as applicable


EDUCATION AND EXPERIENCE:

  • Bachelor's Degree in Arts/Sciences (BA/BS) Baccalaureate degree from an accredited college with a major in Business Management, Engineering, Mathematics, Economics, Accounting, Transportation Planning; or a related field or an equivalent combination of education and experience may be considered in lieu of a degree. Required


  • Minimum 7 years This position is accountable for directing, managing, and supervising major scheduling activities, coordinating between schedules and various dependents for the development and implementation of computerized timetables and work programs for Department of Subways operated by the Authority. Required and


  • Minimum 3 years This role requires a minimum of three years of managerial or supervisory experience and is responsible for overseeing a team of transit analysts and schedulers in an office environment to ensure accuracy and alignment with corporate transit objectives.


DESIRED SKILLS:

  • Must have knowledge of schedule making principles, techniques and related by-products. Required


  • Knowledge of statistics and the ability to analyze and evaluate statistical data. Required


  • Must have experience and thorough knowledge of computer science and system design. Required


  • Requires a complete understanding of automated scheduling and data processing. Required


  • Ability to effectively supervise and train all levels of schedule managers in computerized scheduling and scheduling techniques. Required


  • A working knowledge of the Surface Transit Operation, union contract application, service pattern, pay practices and service policies. Required

Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
