POSITIONSUMMARY:

The Directorreports to the Associate Vice President and Chief Facilities Officer ofFacilities Management and provides leadership to a department of skilled professionalsoverseeing and coordinating all activities related to new and proposedconstruction and renovation projects at the University. Work involves planning,overseeing and coordinating the work of Project Managers (3), CAD Designer (1),outside Architects, Engineers, Contractors, Facilities Management Supervisorsand other University personnel engaged in construction projects on campus. Work is reviewed for program effectivenessand overall results through conferences and reports.

DUTIESAND RESPONSIBILITIES:

Prepares capital budget for eachfiscal year and develops Master Plan for multi-year capital budget forecast.

Reviews facilities improvementsproject requests submitted by all departments and develops a priority list forreview with the Associate Vice President and ChiefFacilities Officer of Facilities Management and the Department of Budget andPlanning.

Developsand maintains capital project budgets, cash flow projections, and schedules.

Prepares cost estimates of proposedmaintenance, renovation, and construction projects.

Supervisesthe department's skilled professionals (project managers = 4), assignsprojects, approves purchase order requisitions and performs annual performanceappraisals of administrative and support staff.

Coordinatesthe activities of construction personnel, Facilities Management personnel andPublic Safety personnel to insure minimum disruption of academic and relatedoperations.

Coordinatesand plans construction and renovation project activities to minimize parkingproblems and other impacts to campus activities.

Coordinates construction and renovationprojects to maintain safe conditions for University students and personnel.

Assists in soliciting bids for newconstruction or renovation projects.

Maintainsliaison with the architects, engineers and contractors engaged in the planning,construction and initial start-up operations of new or renovated facilities.

Inspectsconstruction work of all projects for workmanship, proper materials,conformance to plans and specifications and conformance to completion ofschedules and project budget.

Conductsand attends job meetings on all projects for which responsible.

Provides periodic reports to the AssociateVice President and Chief Facilities Officer of Facilities Management on theprogress of all projects.

Develop relations and collaborate with Department of CityPlanning, Mobility and Infrastructure and Permits, Licenses and Inspections,Public Works and the Pittsburgh Bureau of fire.

Provide all required documentation as required for pursuantof Federal, State, Local and Donor Grants. Meet with Registered CommunityOrganizations and request letters of supports for major projects.

Performconfidential studies as directed by the Associate Vice President and ChiefFacilities Officer of Facilities Management and the Department of Budget andPlanning.

This position requires travel.

SUPERVISORY RESPONSIBILITIES:

Guides work of others who perform thesame work. May organize, set priorities, schedule and review work, but has noresponsibility to hire, terminate, reviewing performance or make pay decisions.

Supervises work of others, includingplanning, assigning and scheduling work, reviewing work and ensuring qualitystandards, training staff and overseeing their productivity. May offerrecommendations for hiring, termination and pay adjustments, but does not haveresponsibility for making these decisions.

Supervises work of others, including planning,assigning, scheduling and reviewing work, ensuring quality standards. Isresponsible for hiring, terminating, training and developing, reviewingperformance and administering corrective action for staff. Plans organizationalstructure and job content.

Completes otherduties as assigned.

REQUIREMENTS:

Minimum qualifications:

Bachelor's degree in engineering from an accredited educational institution and5-8 years of work-related experience.

ValidPA Driver's license in good standing.

Preferred qualifications:

Bachelor's degree in mechanical,electrical, civil, or related engineering from an accredited educational institutionand 5-10 years of work- related experience.

Alternatively, the successful candidate may possess any equivalent combinationof experience and training, which provides the knowledge, skills and abilitiesrequired to perform the essential job functions. This includes, but is notlimited to, the following:

Thoroughknowledge of the methods, practices, and techniques of renovation and generalconstruction work, computer and CAD skills a plus.

Thoroughknowledge of the occupational safety and health regulations related to buildingconstruction. Coordinate construction activities with DU Department ofEnvironmental, Health and Safety.

Ability tomaintain liaison with architects, engineers and contractors.

Ability toestablish and maintain an effective working relationship with Universitypersonnel, contractors and City and State agencies in order to coordinate,manage and complete major capital improvement and construction projectsproperly.

Ability toorganize, plan, coordinate, schedule, and direct the work of others.

Strong ability tocommunicate effectively, both orally and in writing; the ability to respondpromptly and effectively to requests and concerns is a priority.

Ability toconduct job-planning meetings with architects, engineers, contractors andUniversity personnel.

Ability todemonstrate good judgment, confidence, dependability and thoroughness incarrying out assigned responsibilities.

Ability todevelop and maintain capital project budgets, cash flow projections, andschedules.

Ability toprepare cost estimates of proposed maintenance, renovation, and constructionprojects.

Ability to readand interpret all types of engineering drawings and specifications.

Knowledge ofcomputer software packages to complete assignments (software may include wordprocessing, spreadsheet and database applications); ability to learn and useother programs to complete new requirements; knowledge of, or ability to learn,computer-aided design software packages.
