Job Overview
Our client is staffing Task Force Raptor, a systems development and IT modernization effort in direct support of the White House Communications Agency (WHCA). WHCA is the joint-service Department of Defense organization, aligned under the White House Military Office, that delivers secure voice, video, data, and audiovisual communications for the President, the Vice President, the White House staff, the United States Secret Service, and Presidential emissaries - at the White House, at Camp David, and anywhere in the world the mission travels. The systems this team builds are used to run that mission.

The Integrated Data Architecture workstream connects the data the agency runs on. Mission-critical information today lives across dozens of purpose-built systems, legacy databases, and cloud services - Microsoft, Oracle, VMware, and AWS among them - and much of it is still moved by hand. This team designs and builds the interfaces, APIs, pipelines, transformations, and authoritative data sources that let those systems exchange information securely and reliably, so that operators, planners, and leadership work from one accurate picture instead of ten partial ones.

As a Senior Developer on the Integrated Data Architecture team, you build the connective tissue - the applications, APIs, system interfaces, data pipelines, database components, and transformation processes that move information securely and reliably across Microsoft, Oracle, VMware, AWS, and a long tail of purpose-built mission systems. You will take complex requirements and turn them into solutions that are maintainable by the person who inherits them, and you will help set the technical bar for the team.

Work is performed onsite in the Arlington, Virginia area, Monday through Friday during core business hours, in accredited Government spaces alongside the Government Product Owner and WHCA technical staff. The team delivers in sprints against a prioritized backlog, with real users a short walk away and short feedback loops. This is a funded position on a ten-year IDIQ vehicle running through 2030 and expected to extend beyond it - the roadmap is long, the funding is in place, and the mission does not go away with an administration.
This position requires a Yankee White clearance (Presidential Support Duty). Candidates must be U.S. citizens who currently hold an active Top Secret clearance with SCI eligibility and who are able to obtain and maintain Yankee White.

Responsibilities and Duties

This role provides onsite support in the Arlington, Virginia area, Monday through Friday during core business hours. Duties will include:
  • Design, develop, integrate, test, implement, and maintain software and data integration solutions within heterogeneous enterprise environments.
  • Develop applications, APIs, system interfaces, data pipelines, database components, and data transformation processes that support secure and reliable data exchange and interoperability across Microsoft, Oracle, VMware, AWS, and other enterprise platforms.
  • Analyze complex technical requirements and translate them into scalable, maintainable software solutions.
  • Develop and modify application code, integration services, scripts, queries, and data-processing components in accordance with established architecture, development standards, and security requirements.
  • Perform unit and integration testing, and build the test data and harnesses needed to prove a data flow actually works end to end.
  • Troubleshoot complex software and data integration issues, including data quality, reconciliation, latency, and interface reliability problems.
  • Participate in technical design reviews, code reviews, performance optimization, defect resolution, and continuous improvement activities.
  • Contribute to development standards and best practices, and provide code review and technical mentoring to mid-level developers.
  • Support deployment, release, and production operations, including cutover and post-deployment validation.
  • Work closely with Development Leads, data architects, solution architects, database administrators, cloud engineers, infrastructure teams, testers, and other technical stakeholders to ensure solutions meet enterprise architecture, cybersecurity, performance, availability, and data-management requirements.
  • Document what you build - interface specifications, data mappings, configuration, and operational runbooks.

Required Skills and Experience
  • U.S. citizenship is required. Candidate must be eligible for a Yankee White clearance (Presidential Support Duty) in accordance with DoD Directive 5210.55 and DoD Instruction 5210.87, including a favorably adjudicated Tier 5 investigation.
  • Candidate must currently hold an active Top Secret clearance with SCI eligibility and must be able to obtain and maintain Yankee White.
  • Ability to work onsite in the Arlington, Virginia area, Monday through Friday during core business hours.
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, Engineering, or a related field, or an equivalent combination of education and directly relevant experience.
  • Minimum of 7 years of relevant experience in software development, data integration, data engineering, systems integration, or enterprise application development.
  • Demonstrated experience designing, developing, testing, and integrating solutions across heterogeneous enterprise environments involving technologies such as Microsoft, Oracle, VMware, and AWS.
  • Hands-on development experience with several of the following:
    • REST and SOAP API development and consumption
    • ETL/ELT development and data pipeline orchestration
    • SQL development against SQL Server, Oracle, PostgreSQL, or MySQL, including query tuning
    • Data transformation, source-to-target mapping, and reconciliation logic
    • A general-purpose language such as C#/.NET, Java, or Python
    • Scripting and automation (PowerShell, Python, Bash)
    • Microsoft or AWS cloud data services
    • Git-based version control and CI/CD pipelines
  • Experience delivering in an Agile/Scrum environment against a sprint backlog.
  • Ability to write clear technical documentation for the solutions you build.
  • Professional interpersonal and written communication skills, and the judgment to operate discreetly in a sensitive, high-visibility environment.
  • Demonstrated ability to review others' code constructively and raise design problems early.

Desired Skills and Experience
  • Experience in Microsoft Azure Government, AWS GovCloud, or other DoD-accredited cloud environments.
  • Familiarity with Databricks, Snowflake, Informatica, Talend, dbt, Kafka, Azure Data Factory, or AWS Glue.
  • Experience with data quality, reconciliation, and data validation frameworks.
  • Certifications such as Microsoft Certified: Azure Data Engineer Associate, Azure Developer Associate, AWS Certified Developer, AWS Certified Data Engineer, or Oracle Database certifications.
  • Experience with DevSecOps practices, static and dynamic code analysis, and secure coding standards.
  • Experience with containerization and orchestration (Docker, Kubernetes).
  • Prior experience supporting WHCA, the White House Military Office, DISA, the Executive Office of the President, or another Presidential Support Duty mission.
  • Active Yankee White clearance, or a Tier 5 investigation adjudicated within the last three years.
  • Experience working in DoD environments subject to RMF, eMASS, DISA STIGs, and Impact Level 5 or 6 hosting requirements.
  • Experience in a fast-moving, small-team environment where the customer sits with the delivery team.
  • Prior military service, particularly in a joint communications, signal, cyber, or C4 role.
