Full Job Description
Purpose: Reporting to the Regulatory Compliance Testing Manager, the Senior Compliance Tester will have overall responsibility for risk management and compliance in our testing program. The successful candidate will ensure that the operations of the Compliance Testing Team partners and comply with all federal and state banking laws and regulations related to regulatory compliance. The Senior Compliance Tester will be responsible for assisting in the development, implementation, and maintenance of systems and processes to ensure ongoing compliance of all Deposit and Lending products.

Essential Functions:

  • Execute targeted and complex compliance testing engagements across business lines in accordance with established testing methodologies, while supporting organizational goals and objectives.
  • Demonstrate a thorough understanding of business processes, risk and control frameworks, and applicable regulatory and compliance requirements.
  • Maintain strong knowledge of federal and state banking regulations applicable to community banks, including consumer protection, lending, deposit, fair lending, and operational compliance requirements, and apply this expertise in the planning and execution of compliance reviews.
  • Manage testing schedules and deliverables to ensure assignments, documentation, and reporting are completed accurately and within established deadlines.
  • Maintain organized and comprehensive workpapers and supporting documentation that substantiate testing results, conclusions, and recommendations.
  • Perform quality assurance reviews of testing completed by team members to ensure accuracy, consistency, and adherence to approved testing procedures and methodologies.
  • Develop, enhance, and execute risk-based testing plans, continuously evaluating the effectiveness of existing test designs and identifying opportunities to expand testing coverage in high-risk areas.
  • Request, analyze, and interpret data from various sources to support testing activities and identify opportunities to improve data integrity, sourcing, and reporting processes.
  • Demonstrate the ability to quickly learn and adapt to new technologies, systems, products, services, and regulatory requirements to support department initiatives.
  • Communicate testing results, observations, and recommendations effectively to Compliance Officers, Legal Counsel, business leaders, and other stakeholders.
  • Exhibit exceptional time management, organizational, and prioritization skills while managing multiple concurrent projects and deadlines.
  • Apply strong analytical, critical thinking, and problem-solving skills to assess compliance risks and recommend practical solutions.
  • Support the identification, escalation, investigation, and reporting of compliance incidents, including assisting with corrective action plans and remediation efforts.
  • Conduct responsibilities with professionalism, integrity, and respect while adhering to organizational policies, procedures, and applicable laws and regulations.
  • Champion process improvement initiatives that enhance the effectiveness and efficiency of compliance risk management and testing activities.
  • Build and maintain collaborative relationships with internal stakeholders to promote a strong culture of compliance and risk awareness throughout the organization.
  • Demonstrate the standards and principles of the Five Star Bank customer experience in every interaction with customers, associates, business partners, and stakeholders, while exemplifying the organization's HEART values and high-performance behaviors.

Job Related Qualifications - Education and Prior Experience:

Required:

  • Education: Bachelor's degree in Business, Finance, Accounting, Risk Management, or related field.
  • Prior Experience:
    • 3+ years' experience in compliance testing, compliance monitoring, audit, risk management, or regulatory compliance within a banking or financial services environment.
    • Experience with community banking operations, products, and services.
    • Understanding of and experience applying regulations governing Deposit Accounts and Consumer-based lending products.


Preferred:

  • 5+ years of financial services consumer compliance monitory, auding, risk management or compliance experience.
  • Strong knowledge of banking regulations, including but not limited to Regulation B, Regulation Z, Regulation E, Regulation DD, HMDA, FCRA, and CRA.
  • 3+ years of experience analyzing data from various sources and making recommendations based on data.
  • Proficiency with Excel.
  • Licenses or Accreditation: CRCM, CAMS. CIA, CISA, or similar.


Competencies:

  • Strong knowledge of regulatory compliance, risk management processes, and issue management.
  • Experience reviewing compliance risk assessments and conducting compliance testing activities.
  • Extensive knowledge of financial institution policies and procedures.
  • Extensive ability to read, analyze and interpret government regulations, trade journals and legal documents.
  • Must be able to respond to common inquiries from regulatory agencies, courts, and outside consultants.
  • Strong verbal and written communication skills and ability to interact positively with a wide variety of individuals; proven ability to work with senior management to solve complex problems.
  • Strong experience level with all Microsoft Office applications including the ability to learn new and existing banking software.
  • Some periodic travel (approximately 25% travel).

  • Able to regularly sit for prolonged periods of time.
  • Able to travel occasionally.
  • Extensive computer usage is required.

Compensation offers are based on a wide range of factors including relevant skills, training, experience, education and, where applicable, licenses or certifications obtained. Market and organizational factors are also considered.
