Position Summary

Odyssey has an exciting opportunity providing Advisory and Assistance Services supporting the US Space Force and its mission to protect and defend National Security Interests in Space as a Space Domain Awareness Battlespace Intelligence (SDA BI) Acquisition Program Manager in support of the US Space Force, Space Systems Command’s Battle Management, Command, Control, Communications, and Battlespace Intelligence (BMC3I) Acquisition Delta.

This position provides Advisory and Assistance Services (A&AS) support to plan, acquire, deliver, and sustain battlespace intelligence capabilities that enhance SDA decision advantage, accelerate the transition of AI-enabled prototypes into operational capability, and strengthen interagency and coalition partnerships in support of acquisition activities. In this role, you will blend expertise in program management, defense acquisition strategy, cloud-based modeling and simulation, and joint space communications operations to deliver multi-mission solutions to capability delivery challenges in a dynamic mission environment.

This is a full-time position based at 2424 Garden of the Gods Road in Colorado Springs, CO, with the opportunity for occasional telework at the discretion of the Government.

 

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government. As an SDA BI Acquisition Program Manager, you will work closely with the Government Program Manager and other stakeholders, providing Advisory and Assistance Services to deliver cutting-edge solutions at the intersection of Defense Acquisition and Artificial Intelligence. Your duties may include, but are not limited to:

  • Lead and support program planning, execution, and delivery for USSF Battlespace Intelligence initiatives, developing and maintaining integrated program plans, schedules, and budgets to ensure alignment with strategic goals and compliance with relevant DoD directives.
  • Advise government leadership on acquisition strategy development and execution, including the selection of traditional and non-traditional pathways such as Small Business Innovation Research (SBIR), Commercial Solutions Openings (CSO), Other Transaction Authority (OTA) agreements, and prototype-to-production transitions under the DoD Adaptive Acquisition Framework.
  • Support development of proposals, statements of work, and other acquisition documents, and support market research and proposal evaluation activities to facilitate industry engagement and the rapid prototyping of AI solutions.
  • Coordinate with government, Federally Funded Research and Development Centers (FFRDCs), industry, and allied partners to integrate AI-driven modeling, simulation, and decision-support innovations into broader SDA architectures and operational concepts.
  • Provide technical recommendations and strategic guidance to government personnel on the application of commercial cloud, modeling and simulation, and AI technologies to SDA activities, focusing on risk mitigation, capability delivery, and sustainment.
  • Support the translation of operational requirements into acquisition requirements and capability roadmaps, serving as an advocate for operational users (Guardians) throughout the capability development lifecycle.
  • Cultivate and manage relationships with interagency, coalition, and commercial stakeholders to enable interoperability, accelerate adoption of emerging capabilities, and strengthen the SDA industrial base.
  • Advise on the secure delivery and operation of AI/ML platforms and data environments across classified networks, supporting DoD Risk Management Framework (RMF) accreditation activities and cyber-resilient program execution.
  • Identify and manage program cost, schedule, and performance risks, proactively devising risk mitigation strategies and supporting technology insertion efforts that align with SDA objectives.
  • Perform regular reporting, documentation, and briefings to government leadership, ensuring transparency and accountability for all acquisition program management activities.
  • Travel to CONUS and OCONUS locations at the request of the Government
  • Other duties as required/requested by the Government within the scope of the S3 contract

 

 

Qualifications

Citizenship: Must be a US citizen

 

Minimum Qualifications:

Clearance:  Active Secret clearance, eligible for Top Secret/SCI

Education:  Bachelor’s degree in Business Administration, Engineering, Information Technology, or a related discipline

Years of Experience:  10 years of directly relevant experience, all of which must be in the DoD or Intelligence Community

Other Qualifications:

  • Demonstrated ability to collaborate effectively with government customers, FFRDCs, and industry partners in a highly dynamic environment
  • Strong organizational, analytical, and communication skills (both written and verbal), with the ability to produce clear documentation and deliver impactful briefings
  • Self-motivated and capable of working independently, as well as part of diverse multidisciplinary teams
  • Project Management Professional (PMP) or equivalent program management certification
  • Familiarity with commercial cloud architectures, modeling and simulation environments, and the application of AI/ML capabilities in defense contexts
  • Direct work experience in defense technology business development, capture management, or acquisition support

Preferred Qualifications:

Clearance:  Active Top Secret clearance with SCI eligibility, agreeable to polygraph

Education:  Multiple advanced degrees spanning systems technology, business administration, and military or strategic studies

Years of Experience:  20+ years of direct experience leading government and/or industry organizations in the delivery of defense technology capabilities, including executive leadership of large organizations and management of program portfolios or capture pipelines valued at $100M or greater

Other Qualifications:

  • Prior experience developing and executing capture strategies, market-entry plans, and strategic partnerships for AI-enabled defense platforms, including modeling, simulation, and digital engineering capabilities
  • Direct experience delivering commercial cloud and hybrid cloud-to-tactical-edge capabilities in classified and Special Access Program environments
  • Prior command or senior leadership experience in DoD communications, C5ISR, or space operations organizations, including the operation and cyber defense of military SATCOM systems
  • Familiarity and proven work experience with DoD Acquisition Program Management, including DoD Adaptive Acquisition Framework (5000 series) processes and requirements
  • Experience developing solicitation documents (RFI, RFP, PWS, SOW) and evaluating proposals
  • Record of published thought leadership in defense and space professional journals and representation of industry or government at national and international forums
