Full Job Description
Basic Function

HF Sinclair is seeking a Right of Way Specialist. This person will work independently while simultaneously managing multiple projects or areas of projects. They will evaluate and negotiate right of way for the company's pipelines and facilities; investigate and resolve disputes resulting from property trespass, encroachments, and damage claims; and manage and ensure easement documents are captured in right of way database and other document systems.

Job Duties

  • Leads major right-of-way projects, including acquisitions, abandonments, route development, feasibility studies, and project execution support.
  • Serves as a right-of-way subject matter expert for field projects, including coordination with city, county, state, DOT, railroad, and other external agencies.
  • Negotiates complex easements, licenses, permits, agreements, leases, renewals, and other property-related documents with landowners, agencies, and legal entities.
  • Researches, analyzes, and maintains land rights, ownership records, legal descriptions, easement documents, and related data in land management, GIS, and document systems.
  • Evaluates property rights, acquisition gaps, route constraints, permitting timelines, stakeholder concerns, and project risks; develops mitigation strategies and communicates cost and schedule impacts.
  • Develops and maintains right-of-way acquisition plans, schedules, forecasts, estimates, risk registers, performance metrics, and management reporting requirements.
  • Uses Excel to analyze right-of-way, project, and contractor performance data and defines reporting requirements, data elements, and metrics for Power BI dashboards and reports.
  • Coordinates with survey, engineering, GIS, legal, senior management, attorneys, and other departments to support project development, disputes, claims, regulatory proceedings, condemnation, and litigation activities.
  • Directs and oversees contract land agents, land service providers, title companies, surveyors, and other third-party contractors to achieve performance, quality, staffing, productivity, and schedule objectives.
  • Responds to internal and external property issues, serves as a company point of contact, and performs special assignments as directed.

Experience

A minimum of eight years related right of way experience is required.

Education Level

A minimum of a Bachelors Degree or equivalent work experience in lieu of a degree is required.

Preferred Education:
A Bachelor's Degree in Real Estate, Business Administration, or related field is preferred.

Required Skills

Technical expert in area of specialty. Advanced ability to stay abreast of new technology and industry developments and processes and apply knowledge analytically. Communication and interpersonal skills including the ability to develop positive relationships with customers, resolve property-related disputes, and to work effectively with team members. Advanced computer skills and knowledge of customized software. Detail oriented. Knowledge of right of way principles, federal, state and other agency permit requirements. Ability to understand and evaluate right of way, easement, and other property-related documents, legal descriptions, and maps. Research, analysis, and evaluation skills in order to gather data on market values and placement of company facilities on property. Advanced reading and writing skills, with the ability to perform intermediate mathematical calculations. Ability to marshal, motivate and manage resources. Ability to effectively communicate with others, both written and verbal communication.

Supervisory/Managerial Responsibility

Manages individual contract land agents and/or third-party right-of-way firms. For right-of-way firms, establishes an appropriate management structure, designates a lead, defines roles and responsibilities, and sets reporting requirements and performance metrics. Establishes and tracks key performance indicators, acquisition metrics, contractor productivity, staffing levels, and forecasted completion dates to support management reporting and project decision-making.

Work Conditions

Office and field based with up to 50% travel by land and air is required. Out-of-door environment and driver based environment, including but not limited to chemicals, pressure vessels, and tanks. Subject to all temperatures, weather and varying road conditions.
