Project Engineer, System Analysis and Specialty EngineeringThe System Analysis and Specialty Engineering organization seeks a Project Engineer to coordinate plans, dependencies, and execution across multiple engineering teams. Working with leadership, managers, and technical leads, this person will turn technical work into actionable plans and provide a reliable view of progress, risks, and decisions needed.Teams use different planning tools and methods, and some work is exploratory: technical results may change scope, priorities, or next steps. The Project Engineer will establish a practical planning and status rhythm without adding process for its own sake. This is a hands-on coordination role, not simply collecting updates. Engineering leaders remain accountable for technical execution; the Project Engineer owns the integrated plans, follow-through, and reporting that help them deliver.
Responsibilities- Build and maintain integrated plans, schedules, milestones, and commitments across teams, reconciling inputs from different tools and formats.
- Work with managers and technical leads to clarify scope, sequencing, resources, assumptions, and dependencies; identify gaps and conflicting plans and drive resolution.
- Plan and track exploratory and risk-reduction work, making intended outcomes, decision points, possible follow-on work, and schedule or resource impacts visible. Distinguish firm commitments from estimates and contingent work.
- Follow up on progress and blockers, connect dependent teams, track risk mitigations, and elevate issues in time for leadership action.
- Provide concise, accurate leadership status on progress, milestones, resource needs, risks and opportunities, changing assumptions, and decisions needed.
- Maintain useful tracking in Jira, Confluence, MS Project, Excel, and other applicable tools.
- Coordinate inputs for RFPs, change requests, and impact assessments; draft bases of estimate (BOEs) and rough-order-of-magnitude (ROM) estimates; and support reviews and timely submissions.
- Support Control Account Managers with planning, progress assessment, financial or earned value analysis, and reporting, as assigned.
- Improve planning, reporting, and coordination practices where they will help teams execute.
Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications. For positions that perform IT responsibilities, use E646, Systems Engr-IT.
Basic Qualifications- Bachelor's degree from an accredited college or university in a related field, or an equivalent combination of education and experience.
- Experience developing and maintaining plans or schedules for work involving multiple stakeholders, teams, or dependencies.
- Experience establishing or substantially improving a planning, coordination, or status-reporting process.
- Experience proactively tracking commitments, obtaining status, identifying blockers, and communicating issues to leadership.
- Ability to work with technical leads and managers to understand work scope and translate it into actionable plans, rather than relying solely on others to define tasks and dates.
- Ability to plan and report on work with uncertainty, including documenting assumptions, decision points, and changes to the plan as information becomes available.
- Experience using project planning or work-tracking tools and Microsoft Office applications.
- Strong written and verbal communication skills, with demonstrated ability to build relationships and drive coordination without direct authority.
- Must be a US citizen to perform this task
Desired Skills- Experience supporting engineering teams in a complex program or matrixed organization.
- Experience supporting exploratory engineering, analysis, risk-reduction, or other work where technical results determine subsequent activities.
- Experience bringing together plans and status maintained in different tools or formats into a reliable leadership view.
- Hands-on experience with Jira, Confluence, MS Project, and Excel.
- Experience coordinating proposals, RFP responses, change requests, BOEs, ROMs, or impact assessments.
- Experience supporting CAMs or working with EVMS data and processes.
- Experience with resource planning, budget tracking, risk and opportunity management, and metrics-based reporting.
- Experience creating dashboards or reports using Jira, Confluence, Tableau or comparable tools.
- Experience using approved AI tools to improve the efficiency or quality of planning, analysis, drafting, or reporting.
- Proficient in AI prompting as it applies to this position and practice
Pay InformationFull-Time Salary Range: $118000.00 - $219100.00

PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
