Program Manager, Financial Systems Modernization

Salary: $120,000 - $150,000/year

Empirical is seeking a high-impact Program Manager to lead a major financial systems modernization and cutover effort. This role is ideal for a senior program manager who thrives in complex environments, drives enterprise-wide transformation, and owns full-lifecycle migration from legacy systems to modern platforms.

What You'll Do:

  • Drive a large-scale financial system cutover from legacy platforms to a modernized solution.
  • Oversee development, review, and submission of lifecycle documentation, project plans, requirements, test materials, and process artifacts.
  • Facilitate collaboration across program leadership, SMEs, technical teams, and partner organizations to ensure alignment and timely execution.
  • Support test planning, readiness, execution, defect management, and evaluation reporting throughout modernization phases.
  • Lead Business Process Reengineering, Change Management, communications, and stakeholder engagement to support transition readiness.
  • Manage dashboards, Integrated Master Schedule, SOPs, knowledge repositories, and program records to ensure transparency and control.
  • Provide analytical assessments, recommendations, and decision support to program leadership.
  • Support cutover planning, go-live readiness, and post-implementation stabilization, including lessons learned and continuous improvement.


What We're Looking For:

  • Master's in Information Systems, Accounting, Data Analytics, or related field
  • PMP certification
  • 10+ years of program/project management experience in IT, financial systems, or modernization initiatives
  • 10+ years of full-lifecycle experience, including data migration and cutover execution
  • SAP experience-especially with financial modules, data structures, or migration-preferred
  • Proven ability to lead high-visibility, mission-critical programs
  • Federal government program management experience preferred
  • Exceptional leadership, communication, and decision-support skills
  • Ability to obtain and maintain a federal background investigation or security clearance
