This position is pending contract award.

The Program Manager will lead the E6-B Contractor Logistics Support program based in Oklahoma City, OK, supporting Tinker AFB as the Main Operating Base and Forward Operating Bases at Travis AFB, NAS Patuxent River, and Offutt AFB. This role has overall responsibility for contractual, management, and operational performance across supply support, repair of repairables, inventory management, support equipment support, reporting, compliance, customer communication, vendor performance, and continuous process improvement. The Program Manager will build, manage, and train a mission-focused logistics team while ensuring uninterrupted support to E6-B mission requirements.

What you will be responsible for:

  • Lead all contractual, management, and operational requirements for the E6-B Contractor Logistics Support program supporting the Main Operating Base and Forward Operating Bases.
  • Designate, direct, and supervise Supply Response Center Managers at Tinker AFB, Travis AFB, NAS Patuxent River, and Offutt AFB, ensuring clear lines of authority and no gaps in required support services.
  • Provide continuous supply support operations 24 hours a day, 7 days a week, including holidays, to support E6-B mission requirements.
  • Serve as the primary customer liaison with PMA-271, Strategic Communications Wing ONE, the Task Order Contracting Officer, the Task Order Contracting Officer Representative, and supported squadron customers.
  • Manage Integrated Logistics Support activities, including supply support, inventory control, replenishment of consumables, repair of repairables, spares procurement, support equipment procurement, kitting, and material movement.
  • Oversee performance against contractual metrics for supply effectiveness, issue time, response time, support equipment availability, and repair turnaround time.
  • Lead repair vendor, subcontractor, and supplier performance management, including product quality, responsiveness, cost control, and repair pipeline visibility.
  • Direct program reporting and customer reviews, including Program Management Reviews, Contract Status Reviews, Critical Item
  • Reviews, daily or weekly readiness reviews, and required Contract Data Requirements List submissions.
  • Implement a performance management program focused on streamlining operations, eliminating waste, reducing variability, and managing constraints and bottlenecks.
  • Oversee quality assurance, program protection, cybersecurity, operational security, personnel security, supply chain risk management, and Environmental, Safety, and Occupational Health compliance requirements.
  • Lead Diminishing Manufacturing Sources and Material Shortages planning and readiness projects, including coordination with vendors, Original Equipment Manufacturers, Fleet Support Team, Department of Defense obsolescence teams, and NAVAIR test teams.
  • Ensure all personnel are trained, qualified, licensed, certified, and cleared as required before performing assigned duties.
  • Manage transition activities, staffing plans, training plans, inventory accountability, Government Furnished Property responsibilities, and continuity of operations.
  • All other duties as assigned.


Qualifications

What you will need to be successful in this role:

  • Bachelor of Arts degree or Bachelor of Science degree from a four-year college or university required; equivalent experience may be considered where appropriate.
  • 10+ years of professional experience in aviation logistics, supply chain management, distribution, sustainment, or Contractor Logistics Support required.
  • 7+ years of supervisory or program leadership experience required, preferably leading geographically dispersed teams.
  • Demonstrated experience supporting Department of Defense aviation logistics, Naval Air Systems Command, Navy aviation maintenance, or Government repair depot operations preferred.
  • Knowledge of Military Standard Requisitioning and Issue Procedures, Naval Aviation Logistics Command Management Information System, Local Asset Management System, Support Equipment Standardization System, Individual Material Readiness List, and Navy supply processes preferred.
  • Experience managing repairable assets, support equipment, inventory accuracy, forecasting, backorders, vendor performance, and customer readiness metrics required.
  • Knowledge of Diminishing Manufacturing Sources and Material Shortages, supply chain risk management, cybersecurity, program protection, quality assurance, hazardous material, and personnel security requirements preferred.
  • Ability to obtain and maintain a Secret security clearance and Common Access Card required.
  • Proficiency with Microsoft Word, Excel, PowerPoint, Project, and related reporting tools required.
  • Strong executive communication, customer engagement, briefing, problem solving, and continuous improvement skills required.
