Description

Program Director to oversee the operations of multiple residential and community-based programs serving individuals with Intellectual and Developmental Disabilities (IDD).

The Program Director is responsible for ensuring high-quality Person-Centered Supports, regulatory compliance, operational excellence, staff development, and positive outcomes for the individuals we support. This position provides leadership to Residential Managers and Program Managers while ensuring compliance with District of Columbia Department on Disability Services (DDS) regulations, Medicaid Waiver requirements, HCBS Final Rule, and agency policies.

The ideal candidate is a collaborative leader with a passion for developing teams, improving systems, and delivering exceptional services.

Requirements

Leadership & Program Operations

Provide leadership and oversight for multiple residential and community-based programs.

Supervise, coach, mentor, and develop Residential Managers and QIDP's.

Conduct routine site visits to ensure quality services and regulatory compliance.

Monitor staffing levels, scheduling, and program performance.

Promote a culture of accountability, teamwork, continuous improvement, and person-centered practices.

Regulatory Compliance

Ensure compliance with all District of Columbia DDS regulations.

Maintain compliance with Medicaid Waiver requirements and HCBS Final Rule.

Prepare programs for licensing reviews, audits, and regulatory surveys.

Ensure timely completion of corrective action plans.

Monitor documentation for accuracy, completeness, and compliance.

Quality Assurance

Monitor program quality and performance indicators.

Review incident reports and identify trends.

Ensure implementation of Individual Support Plans (ISPs).

Support quality improvement initiatives that enhance service delivery and individual outcomes.

Maintain high standards for health, safety, and regulatory compliance.

Staff Leadership & Development

Recruit, interview, hire, train, and retain leadership staff.

Conduct performance evaluations and provide ongoing coaching.

Address employee performance concerns promptly and professionally.

Support leadership development and succession planning.

Ensure staff maintain required certifications and mandatory training.

Financial Management

Manage departmental budgets and operational expenses.

Review payroll and staffing costs.

Monitor overtime and resource utilization.

Promote responsible fiscal management.

Person-Centered Supports

Promote dignity, respect, independence, and community inclusion.

Ensure supports are individualized and reflect each person's goals, strengths, preferences, and needs.

Foster meaningful community participation and self-determination.

Promote trauma-informed practices throughout all programs.

Collaboration

Partner with Nursing, Human Resources, Behavioral Health, Quality Assurance, Support Coordinators, families, guardians, and community partners.

Participate in interdisciplinary meetings to support quality services and positive outcomes.

Minimum Qualifications

Education

Bachelor's degree in psychology, Social Services, or Human Services from an accredited college or university.

Experience

Minimum of five (5) years of experience supporting individuals with Intellectual and Developmental Disabilities (IDD).

Minimum of three (3) years of supervisory or management experience in residential or community-based IDD services.

Experience overseeing multiple residential programs preferred.

Experience preparing for licensing reviews, audits, and regulatory surveys.

Experience managing budgets, staffing, and employee performance.

Preferred Qualifications

Master's level graduate

Experience supporting individuals with dual diagnoses (IDD and Behavioral Health).

Experience implementing Person-Centered Supports.

Knowledge of Positive Behavior Supports.

Experience with trauma-informed care.

Experience with HCBS compliance and Medicaid Waiver services.

Experience leading multi-site operations.

Knowledge, Skills, and Abilities

Thorough knowledge of District of Columbia DDS regulations.

Knowledge of HCBS Final Rule and Medicaid Waiver requirements.

Strong understanding of Person-Centered Supports and Positive Behavior Supports.

Excellent leadership, communication, organizational, and interpersonal skills.

Ability to manage multiple priorities in a fast-paced environment.

Strong critical thinking, decision-making, and problem-solving skills.

Ability to build collaborative relationships with internal and external stakeholders.

Technology Skills Experience with:

Therap, Electronic Health Record (EHR) platforms

MCIS, Foothold, or comparable electronic health record systems

HRIS, Workforce management, and scheduling software

Physical Requirements

Consent and pass a statewide and national mandatory Criminal background investigation

Ability to travel regularly between program locations throughout the District of Columbia.

Valid driver's license with reliable transportation.

Ability to lift up to 25 pounds occasionally.

Ability to climb stairs and respond to emergency situations as needed.
