Title:

Program Analyst, Senior (Asst. Next Generation Jammer Requirements Officer)

Job Summary:

The Senior Program Analyst supports U.S. Navy and Marine Corps strike and electronic attack capabilities by advising senior leadership on requirements, programming, and budget execution for the Next Generation Jammer (NGJ). In this role, you will partner closely with government Requirements Officers to ensure fleet priorities are translated into defensible requirements, coherent documentation, and executable funding strategies. You will shape high‑visibility decisions affecting EA‑18G and other carrier‑based tactical aviation platforms through rigorous analysis and executive‑level communications. This position operates in a fast‑paced, mission‑critical environment supporting national defense priorities.

Roles and Responsibilities:

  • Serve as a trusted advisor to government Requirements Officers by analyzing strike and electronic attack requirements and ensuring fleet priorities are accurately represented in approved documentation.
  • Develop, edit, and manage Joint Capabilities Integration and Development System (JCIDS) documentation through government review and acceptance, ensuring compliance and traceability of requirements.
  • Lead coordination and adjudication of stakeholder comments across Navy, Marine Corps, and joint organizations to deliver final, approval‑ready requirements products.
  • Analyze and advise on NGJ inventory strategy, force structure, and platform transitions, providing leadership with data‑driven recommendations on capability and readiness impacts.
  • Support program planning and execution by contributing to Program Objective Memorandum (POM) development, Program Requirements Reviews (PRRs), and issue papers for senior decision‑makers.
  • Monitor and assess budget execution using government financial systems, identifying risks to execution and recommending corrective actions to protect funding.
  • Produce executive‑level briefings, white papers, and point papers that clearly communicate complex technical, operational, and budgetary issues.
  • Act as a subject matter expert on EA‑18G and related airborne electronic attack platforms, supporting coordination with OPNAV, acquisition commands, and external government stakeholders.


Basic Qualifications:

  • U.S. Citizen. Active Top Secret security clearance with SCI eligibility.
  • High school diploma.
  • 10 years of experience supporting Navy or Marine Corps electronic attack or strike fighter operations, acquisition, or requirements development within an OPNAV or equivalent government staff environment.

Preferred Qualifications:

  • Bachelor's degree is desired; it is not a requirement for this position.
  • Experience supporting Next Generation Jammer (NGJ) or airborne electronic attack programs, including EA‑18G platform capabilities and force structure considerations.
  • Experience developing or managing JCIDS requirements products through government review and acceptance.
  • Experience analyzing and briefing programming and budget execution data in support of senior government decision‑makers.
  • Experience preparing or supporting Congressional responses or senior‑level budget justification materials related to aviation or electronic warfare programs.
  • Advanced proficiency producing executive‑level briefings and complex analytical products using Microsoft Office applications.

Work Location: Onsite at the Pentagon

Compensation: $133,515.00 - $175,000.00. The salary range posted is for Washington, DC locations. The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience, contract affordability, and in consideration of internal parity.
