We are currently seeking a Principal Advisor to fulfill customer requirements with outstanding customer service and engagement. This dynamic position requires the ability to anticipate needs, think critically, and offer solutions to problems with a high level of professionalism.
Position Summary

The Principal Advisor serves as a senior trusted advisor to the IC CIO and executive leadership, providing strategic guidance and operational support across enterprise IT initiatives, governance activities, resource planning, and mission delivery. This position is responsible for translating leadership priorities into executable plans, coordinating with stakeholders across the Intelligence Community and partner organizations, and supporting executive decision-making to achieve mission and enterprise objectives.
Duties and Responsibilities
  • Serve as a senior trusted advisor to the IC CIO and executive leadership on enterprise IT strategy, governance, risk management, modernization efforts, and mission delivery priorities.
  • Translate IC CIO guidance and strategic priorities into actionable plans, roadmaps, milestones, and performance measures.
  • Track progress against strategic objectives and recommend adjustments to ensure successful execution.
  • Coordinate with internal and external stakeholders, including mission owners, business functions, security organizations, acquisition teams, and partner agencies to align requirements and achieve integrated outcomes.
  • Prepare executive-level briefings, decision packages, recommendations, and supporting materials for governance boards and senior leadership forums.
  • Manage leadership action items, decisions, and taskings through completion and closure.
  • Monitor portfolio and program performance across cost, schedule, scope, risks, and dependencies.
  • Identify performance issues and recommend mitigation strategies and corrective actions to maintain program objectives.
  • Advise leadership on resource planning, investment prioritization, acquisition strategies, vendor engagement, and enterprise procurement and licensing opportunities.
  • Ensure timely and accurate communication of IC CIO priorities, decisions, and expectations across stakeholder organizations.
  • Coordinate inputs for executive reports, audits, assessments, and senior-level updates.
Required Qualifications
  • Experience serving as a senior advisor to executive leadership on enterprise IT strategy, governance, and modernization initiatives.
  • Experience translating mission priorities into actionable IT roadmaps, investment plans, and measurable outcomes.
  • Experience supporting IC, DoD, or Federal IT governance, policy, and compliance processes, including capital planning, risk management, and authorization concepts.
  • Strong written and verbal communication skills with the ability to prepare executive-level briefings, reports, and recommendations.
  • Ability to analyze complex organizational, operational, and technical challenges and provide strategic recommendations.
  • Must have TS/SCI with Polygraph
Education and Experience

Candidates must meet one of the following combinations of education and experience:
  • Master's degree in Business, STEM (Science, Technology, Engineering, or Mathematics), or a related field, and 6 years of relevant experience; OR
  • Bachelor's degree in Business, STEM, or a related field, and 8 years of relevant experience; OR
  • High School Diploma or equivalent and 12 years of relevant experience.
Desired Qualifications
  • Experience leading cross-functional stakeholder engagement efforts and aligning diverse organizations to achieve common objectives.
  • Experience briefing senior executives and facilitating executive-level decision-making.
  • Experience developing decision-quality materials, including strategic papers, options analyses, executive briefings, and action tracking products.
  • Experience overseeing or advising portfolio and program performance management activities.
  • Experience supporting resource planning, acquisition strategy development, procurement activities, vendor management, and enterprise licensing initiatives.
  • Familiarity with Intelligence Community and Federal enterprise IT environments and modernization efforts.


The salary range is provided in good faith and is based on several job-related factors, including, but not limited to, the role and associated responsibilities, Federal Government contract labor category requirements, contract wage determinations when applicable, clearance requirements, work location, relevant experience, education, certifications, specialized skills, internal equity, and approved funding.

For proposal-contingent positions, the listed range is an anticipated good-faith range based on current proposal assumptions. Final compensation may vary based on contract award, finalized customer requirements, approved funding, labor category alignment, and candidate qualifications.
