Description:Job DescriptionWe are seeking a Medicare data professional to support the development of national healthcare data products by translating business requirements into programs and complex queries within the CMS Virtual Research Data Center (VRDC). This role is a backfill for a former VRDC seat holder and will play a key role in extracting, validating, and delivering Medicare-derived datasets used to power client solutions and internal actuarial analysis. The successful candidate will be comfortable working in highly governed data environments and partnering with business stakeholders to reproduce complex business logic in code.
Responsibilities- Serve as a key contributor (and VRDC power user) responsible for building and maintaining VRDC programs/queries to extract Medicare data.
- Translate business requirements and healthcare business logic into implementable technical specifications and VRDC query logic.
- Develop, test, and validate complex extraction logic to ensure outputs align to business definitions and intended use cases.
- Support delivery of approved VRDC extracts into the organization's AWS/Databricks data lake, enabling broader access for actuarial and analytics teams.
- Perform data quality checks and documentation to support repeatable, auditable extracts and downstream use.
- Produce and/or support delivery of insights via web-based (HTML) reporting and Excel-based outputs (Power BI/Tableau are not used).
- Partner with internal stakeholders (e.g., actuaries, analytics leads, product teams) to refine requirements, troubleshoot results, and improve data products.
- Contribute to building scalable, reusable datasets and processes that support commercialization of Medicare-based data products for external clients (providers, health systems, medical groups).
Qualifications Required- Experience working with CMS Medicare data and familiarity with common Medicare datasets and terminology.
- Hands-on experience working in the VRDC environment (including understanding of VRDC constraints, workflows, and data model concepts).
- Strong ability to translate ambiguous business requirements into clear technical logic and executable queries/programs.
- Proficiency in SQL and experience using Python for data analysis and validation.
- Practical experience working with datasets in Excel for validation, reconciliation, or client-ready outputs.
- Demonstrated ability to perform data quality validation and document extraction logic for reuse and governance.
Preferred- Experience supporting a governed workflow where files require approval prior to download/ingestion.
- Familiarity with AWS and Databricks and contributing to data lake ingestion patterns.
- Experience producing or supporting HTML/web-based reporting (or working with teams that deliver web-based analytics outputs).
- Background building reusable datasets or "data products" intended for external client delivery (e.g., healthcare providers, systems, medical groups).
- Prior experience as a VRDC seat holder or in a similar access-controlled research/data environment.

- Captive feasibility, funding, reserving, and risk/capital management
- Merger and acquisition management and support
- Economic Capital Modeling and Enterprise Risk Management
- Regulatory support - financial examinations and review of mergers and acquisitions
- Support of pricing, product development, strategy, and other project work performed within the health practice across all lines of business
Qualifications and desired skills - Bachelor's or Master's degree, preferably in Actuarial Science, Mathematics, Statistics, Finance or a related field
- Significant progress with actuarial exams, ASA/FSA preferred
- 5+ years of actuarial experience in the actuarial field, preferably in the health insurance market or healthcare provider market
- Exceptional organizational skills, with an ability to prioritize and handle multiple tasks in a fast-paced work environment
- Project management skills
- Track record of and desire for rapid learning, high performance, and professional growth
- Excellent written and verbal communication skills, with the ability to build strong relationships with clients, colleagues, and industry stakeholders
- Excellent time management skills
- Understanding of the value of collaboration and the ability to work effectively in a team setting

- Highly motivated individual and willingness to work in a dynamic environment
- Strong skills with MS Excel, MS PowerPoint required
- R, SAS, SQL,VBA, or other programing language experience a plus
The applicable base salary range for this role is $80,000 - $135,000.
The base pay offered will be determined on factors such as experience, skills, training, location, certifications, and education, and any applicable minimum wage requirements. Decisions will be determined on a case-by-case basis.
In addition to the base salary, this position may be eligible for performance-based incentives.
