Full Job Description
ODNI CIO Team Lead

Candidate must have a TS/SCI

The successful candidate will serve as the ODNI CIO Team Lead as the lead manager and administrator for the ODNI CIO team, directing personnel and contractor activities across multiple locations while acting as the primary interface and point of contact with Sponsor program authorities and staff on technical and project-related matters. The Team Lead is responsible for regularly briefing leadership on JIMINY CRICKET program status, milestones, and progress; overseeing contractor personnel and project operations through the development and implementation of procedures; planning and directing the execution of contractual, technical, multidisciplinary engineering, programming, maintenance, and administrative support activities; and monitoring and reporting overall program performance and progress.

Required Skills:
• Minimum of four (4) years of hands-on Program Management experience supporting enterprise IT Operations and Maintenance (O&M) environments and system enhancement initiatives.
• Demonstrated experience developing decision-quality products, including strategic papers, options analyses, executive briefings, and action-tracking mechanisms for senior leadership.
• Proven experience overseeing or guiding portfolio and program performance, resource planning, and acquisition/procurement strategies, including vendor management and enterprise software licensing activities.

Desired Skills:
• Active Project Management Institute (PMI) certification, such as Project Management Professional (PMP) or Program Management Professional (PgMP).
• Experience translating mission priorities and strategic objectives into actionable IT roadmaps, investment strategies, implementation plans, and measurable outcomes.
• Demonstrated ability to align technical initiatives with organizational goals and drive execution across complex enterprise environments.
• Strong executive communication and stakeholder engagement skills, with experience supporting senior-level decision-making processes.

Required Education / Certifications:
• Bachelor's Degree in computer science, data analytics, software engineering, or related technical field with 8 or more years of experience.

The proposed salary range for this position in Maryland is 128,000 to 270,000. Final salary will be determined based on various factors.
