Full Job Description
Overview/ Job Responsibilities

Position is contingent upon contract award and funding.

Entarian is seeking an experienced Program Manager (PM) to support upcoming work at the National Oceanic and Atmospheric Administration (NOAA) involving antenna systems across different orbital domains, focusing on enhancing antenna functionality and reducing maintenance overhead. In addition to PM duties such as managing staff, maintaining customer relationships, and ensuring performance Statement of Work requirements are met, will be responsible for providing technical oversight of engineering support and acquisition management support. PM duties include planning, implementing, and overseeing government-issued task orders essential for supporting the mission, collaborating closely with senior customer stakeholders, consulting on task plans, ensuring compliance with contractual obligations, and driving process improvement initiatives across all task orders. Technical responsibilities include performing independent technical (RF engineering or LTE wireless communications) and acquisition analyses and providing technical recommendations in the form of reports, white papers, and strategic analysis.

This position supports work at NOAA's Suitland, MD facility with some telework permitted.

Salary range: $140,000.00 - $190,000.00

Minimum Qualifications

  • BS in electrical/electronic engineering, computer science, physics, other related technical discipline, or equivalent. MS preferred.
  • 10+ years of relevant experience, including management experience leading government programs of $100M or more or of at least 50 people.
  • Technical expertise in RF technologies, LTE communications, and DoD Systems engineering acquisition.
  • Must have good understanding of RF antenna design (planar arrays, parabolic dish, feed electronics) fundamentals and knowledge of commercial wireless LTE, 5G/4G/3G technology, NB-IOT, and a good understanding of wireless technology standards such as 3GPP, 3GPP2, standard activities and FCC spectrum sharing.
  • Must possess excellent communication skills to deliver written analyses, reports, and recommendations.
  • Ability to manage large multidisciplinary teams and drive collaboration within government and with stakeholders.
  • Strong understanding of program management principles, financial analysis, risk management, and compliance.
  • Demonstrated history of understanding customer needs and generating solutions
  • Excellent consensus building, team building, and decision-making skills.
  • Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.
