Position Description & Qualifications

Serco is looking for an MPRA Requirements Analyst to support Maritime Multi-Mission Aircraft and Programs (MPRF) at the Pentagon. You will serve as a program analyst in a broad range of activities including:

This position is contingent upon your ability to maintain and transfer your active TS/SCI security clearance.

In this role, you will:
  • Provide technical analyses of the MPRF platforms systems design, integration and production plans to address the potential of proposed aircraft structure and mission system architecture changes and integration to meet Performance Based System Specification Baseline requirements.
  • Provide technical reviews and evaluations of system specifications and requirements flow down, to include quarterly assessments and updates of capability evolution plans.
  • Report potential or perceived impact on engineering design, overall weapon system performance.
  • Assess the program impact of new developments in mission systems for MPRF platforms they relate to the operating interactions with other equipment, space, weight and electrical loading effects, cooling and the optimum time phasing for incorporation of these new developments in spiral planning.
  • Provide analysis of fatigue life management of airframe structures in support of the MPRF platforms and related systems.
  • Compare actual work versus planned work and analyze alternative procedures for the MPRF systems and development aircraft and integration of sensors and weapons capability.
  • Provide analysis during the coordination of specification requirements, design reviews, technical interchange meetings, and other meetings related to the MPRF systems design and development.
  • Perform technical investigation, assess and identify areas of technical risk with proposed avionics architectures, systems or integration schemes and provide analysis of risk reduction.
  • Provide program PPBE support to include program documentation analyses and program briefing planning.
  • Provide financial analysis on MPRF programs to support the design, development and testing, their potential return on investment and associated risk to the program.
  • Analyze life cycle cost data associated with Engineering Change Proposals (ECPs) for all MPRF platforms and related systems and analyze the ability to meet program objectives within identified funding constraints.
  • Perform analysis of MPRF systems data and/or hardware required to achieve approved Acquisition Plan schedule.
  • Provide program and PPBE analyses, planning and execution for the MPRF platforms and their associated programs.
  • Provide technical analyses, planning and execution for the MPRF platforms.
  • Assist the government in reviewing technical specifications and documentation in support of P-8A and MQ-4C production program.
  • Analyze and monitor GFE and CM requirements. Provide analysis of configuration, deliveries and deficiencies.
  • Analyze integration of training system requirements into production
  • programs, plans and documentation.
  • Provide analysis during budget planning; drills; execution; and analysis for MPRA sponsor budgets across all OPNAV N980C budget lines during Program Review and Program Objective
  • Memoranda submissions and throughout the PPBE cycle.
  • Provide coordination and analysis with OPNAV N980G regarding science and technology requirement studies and capability integration.
  • Analyze and monitor weapon system documentation and compare results with appropriate contract and Detail Specification requirements.
  • Assist in collecting and researching cost and financial records, supporting budget estimation and execution; and creating draft budget documents for government review.
  • Provide technical input in the preparation, review and modification of all MPRF platforms and their integrated acquisition schedules. Research and review existing, proposed, and current schedules, and provide recommendations to ensure project information is integrated into the existing data system.
  • The contractor shall maintain knowledge of Intelligence, Surveillance, and Reconnaissance (ISR) capabilities of P-8A operations using all-source data up to the TS/SCI level.


To be successful in this role, you will have:
  • An active DoW TS/SCI security clearance
  • U.S Citizenship required
  • A Bachelor's degree with five (5) years of experience.
    • or an Associate's degree with seven (7) of experience.
  • Minimum 10 years' experience with USN Maritime and/or Multi-Mission platform operations.
  • Experience in ISR systems onboard the P-8A at a higher than secret classification level.
  • To possess expertise with the following software systems: MS Office, Adobe Acrobat, etc.
  • To possess experience, or undergo training within the first two months after checking in, related to the use and management of relevant databases:
  • To be familiar with program Budget Information System (PBIS) Web
  • To be familiar with acquisition Program Health Monitoring (APHM)
  • Experience with PBIS Database
  • Experience with Congressional Information Management System (CIMS)
  • To be familiar with enterprise Task Management System 2.0 (ETMS2)
  • To be able to travel 10%
